INSTITUTE OF INTERNATIONAL RELATIONS AND ECONOMIC COOPERATION (IRICE) is an institution dedicated to promote the international relations of Romania and to develop the economic, cultural and diplomatic relations between Romania and the world.

 

In the last 26 years IRICE has established relations and cooperation with more then 98 countries and became an international recognized force.   

The main agenda of the I.R.I.C.E. contains:

-       Promoting democracy, rule of law and free election on the international level.

        IRICE is the world recognized international institution in offering election observer, election monitoring, democracy audit and establishing a world quoted list of democratic state, failed state and democracy evolving state. IRICE is creating democracy task force, election monitoring mission and democracy experts team in order to aid government and international authority implementing democracy related programs and election monitoring.

-      Creating Romanian and European Mass Media campaign related to issues as: democracy building, international relations, foreign policy, promoting the image of different countries in Romania and European Union.         

        IRICE is creating journalist delegation, mass media delegation, and press task force in order to promote image, PR relations campaign for different countries interested in cooperation with Romania and European Union.

-      Promoting economic cooperation and economic relations between different countries and Romanian business community and economic institution.  

        IRICE is dedicating his efforts to create a climate for safe investments, for exploring economic cooperation opportunity. To this end IRICE is creating economic mission, economic delegation to explore the economic medium of different countries and to build economic relations.

-      Creating the Romanian diplomacy agenda.

       IRICE is dedicating a special task force to create a professional diplomatic agenda for Romania, to establish the most important diplomatic relation, to channel the efforts of diplomatic missions and to create diplomacy of European level able to promote Romania national interest.      

-      Establishing a scientific base for economic relations and international relations policy for Romania.

       IRICE is establishing with his highly qualified team of experts, former presidents, former prime ministers, policy makers and key political actors the policy that will become Romanian economic and international relations policy of tomorrow.      

-      Offering consultancy to Romania and EU related issues.

       IRICE is the gate for all those who are interested in cooperating with Romania (and by extension in European Union) on diplomacy, foreign policy, economic investment, and mass media related issues.

INSTITUTUL DE RELATII INTERNATIONALE SI COOPERARE ECONOMICA ( IRICE) este institutia dedicata promovarii relatiilor internationale si dezvoltarii cooperarii economice, culturale si dialogului diplomatic intre Romania si restul lumii.

 

 In ultimii 20 de ani IRICE a stabilit relatii de colaborare cu peste 98 de tari si a devenit o forta recunoscuta international. 

 

Agenda diplomatica a IRICE cuprinde:

-      Promovarea democratiei, a statului de drept si a sistemului electoral bazat pe alegeri libere la nivel international.

IRICE este o institutie cu o valoare recunoscuta international in calitate de furnizor de observatori electorali, monitorizarea alegerilor, auditul democratic si stabilirea anuala a unei liste, recunoscute international, cuprinzand statele democratice, statele esuate si statele evoluand spre democratie. IRICE realizeaza echipe specializate pentru monitorizare electorala si echipe de experti in constructie democratica spre a ajuta guvernele si institutiile internationale in implementarea democratiei si monitorizarea alegerilor.

-      Realizarea de campanii de presa in Romania si Uniunea Europeana pentru reflectarea evenimentelor precum: relatii internationale, constructie democratica si promovarea imaginii diverselor tari interesate in presa din Romania si din Uniunea Europeana..

       IRICE constituie delegatii jurnalistice , delegatii de mass-media si echipe de presa pentru a promova imaginea si a realiza campanii de PR, pentru diverse state interesate in cooperarea cu Romania si Uniunea Europeana.

-      Promovarea cooperarii economice si a relatiilor economice intre diverse state si comunitatea de afaceri si institutiile economice din Romania.

     IRICE isi dedica eforturile realizarii  unui climat pentru siguranta investitiilor si pentru exploarea in comun a oportunitatilor de afaceri. In acest scop IRICE realizeaza delegatii economice propriu-zise , delegatii economice unind comunitatea de afaceri si institutiile responsabile pentru a explora oportunitatile economice oferite de diverse state pentru crearea de relatii economice bilaterale.

-      Crearea unei agende publice de diplomatie.

   IRICE a construit o adevarata echipa de forta pentru a creea o agenda corecta si profesionista pentru diplomatia romaneasca. Scopul acestei echipe e de a stabilii principalele directii de actiune si misiune diplomatica si a canaliza aceste eforturi pentru a crea o diplomatie capabila sa apere interesul national al Romaniei la un nivel european.

 

-      Stabilirea unei baze stiintifice pentru dezvoltarea relatiilor internationale si a cooperarii economice a Romaniei.

  IRICE stabileste cu echipa sa de profesionisti ,formata din fosti presedinti si fosti prim ministrii  si figuri politice nationale, principalele directii ale politicii Romaniei de maine.    

 

-      Consultanta oferita in domeniul relatiilor cu Romania si Uniunea Europeana.

         OFFICIAL VISIT TO FEDERAL DEMOCRATIC REPUBLIC                                                               OF ETHIOPIA

On the landmark occasion of the World Tourism Conference and African Investment Conference, a top ranking delegation, from Institute of International Relations and Economic Cooperation, was invited for a discovery tour of Ethiopia, the receiver of this year most influential tourism designation.



A shakehand of friendship between Ethiopian Prime Minister-Academician Hailemariam Desalegn and IRICE President-Professor Dr. Anton Caragea.


The visit took place between 9 to 16 July, 2015 and included an important political and diplomatic dimension.

 

 


Institute of International Relations and Economic Cooperation President -Professor Dr. Anton Caragea was holding discussions with Minister of Trade-Yaekob Yalla, Minister of Foreign Affairs-Berhane Gebre-Christos and Ministers of Culture and Tourism of Federal Democratic Republic of Ethiopia and an inclusive and profusely dialogue with Prime Minister of F.D.R. Ethiopia- Academician Hailemariam Desalegn.



Meeting at Minister of Trade: IRICE President-Professor Dr. Anton Caragea along side the leader of activities of Romanian Parliament in 2015-Senator Ionel Agrigoroaei.


The inclusive dialogue, concentrated on promoting bilateral trade, investment and economic cooperation, supporting business people and firms, from both regions, in cooperating and promoting the exchange of techniques, skills and economic goods.


On diplomatic arena an ample cooperation and further developing of honorary consul’s network across the world, was established, with a view to foster tourism, cultural and economic cooperation.



 

Meeting with Minister of Foreign Affairs of Ethiopia, IRICE President-Professor Dr. Anton Caragea, Senator Ionel Agrigoroaei, Academician Mircea Constantinescu, Chairman Mihail Prundianu and the rest of the delegation.


Creating a network of Ambassadors for Tourism and Culture, promoting tourism and the image of Ethiopia, where also tabled, based on other successful examples of actions carved by Institute of International Relations and Economic Cooperation.


On July 10, 2015 the IRICE President presented the main speech of the world tourism ceremony titled: Ethiopia-the land chosen by God!


Senator Ionel Agrigoroaei, the leader in efficiency of Romanian Parliament, announced that: after receiving the letter destined to World Leaders of Tourism- Prime Minister Hailemariam Desalegn will be decorated with Romanian Parliament Medal.



 

Gala dinner in honor of President Professor Dr. Anton Caragea with Minister of Foreign Affairs, Minister of Culture and Tourism and Prime Minister of Ethiopia-Academician Hailemariam Desalegn.


The ceremony included also folk dances, Ethiopian traditional coffee ceremony and academic presentations, supported by leading figures of Ethiopian cultural establishment.


The ceremony was live broadcasted and viewed by more than 200 million television viewers and will continued to be presented across Europe for the next year.

From 10th July 2015, the Institute of International Relations and Economic Cooperation President and his delegation embarked in a cultural and tourism program visiting: Axum-the first capital of Christian Africa and the centre of a world power in 100 to 400 BC, that controlled trade across the Red Sea.


In Axum, the delegation visit the royal tombs, the Church of the Arch of Covenant, the Saint Mary Imperial Basilica, where the emperors of Ethiopia were crowned.

Specially for the delegates, were opened the gates of the imperial museum, containing the priceless treasures of Ethiopian emperors from garments, to crowns adorned with jewels and the robes used for imperial investiture.


From Axum, the old imperial city, the delegation lead by IRICE President Anton Caragea has being directed to Gondar, the capital of Ethiopia from XVII century to XIX century.

 


Here they have a chance to admire the fiery Amharic dances, in a wonderful welcoming ceremony, offered by the local authorities, enjoyed the fabulous gondarine cuisine at famous Four sisters’ restaurant and toured the imperial city.

Gondar is also world renamed for his architecture and for housing almost ten emperors, in a period of glory for Abyssinia, as Ethiopia was known in that time.


 

 

Garnering Portuguese influence, with Indian and English architectural designs, Gondar is nicknamed as African Camelot for his strange, but perfect architecture.


Institute of International Relations and Economic Cooperation delegates were received with a religious ceremony in Lalibela, the holiest Christian city in Africa, and the second Jerusalem, as in worldly known.


More than 5000 pilgrims, priests and deacons, welcomed President Dr. Anton Caragea and offered to him and his delegation, special ceremonial robes, to mark their entrance in the holy city.

On this occasion, IRICE President Anton Caragea held his gratitude speech known as: To the People of Lalibela, a discourse that quickly captured the imagination of the inhabitants of Lalibela.


An impressive tour of six of the eleven rock-hewn churches was conducted, including the famous grave of Saint Lalibela, the church of Medhane Alem (Our Saviour) and Holy Cross Church.


In the final leg of the trip, Institute of International Relations and Economic Cooperation President and his party were treated with a wonderful welcoming to the bustling and sunny south of Ethiopia and with his famous Lake District city of Hawassa.

The delegates were welcomed to music and a fire display by the Head of Southern Nations, Nationalities and Peoples Regional State of Ethiopia and enjoyed a tour of Lake Hawassa, a discovery of the city landmarks and a special night show that touched their hearts.


A special surprised was offered by HE. Minister of Culture and Tourism of Ethiopia, Amin Abdulkadir who arranged, for IRICE President Dr. Anton Caragea delegation, a special discovery tour of Harar-the fourth most holy Islamic site.

The city comprises more than 82 mosques and 4000 saints tombs known in the Islamic world as Medinat Al Awliya- the city of saints and a UNESCO heritage site.


The delegates were welcomed with a coffee ceremony and a tour of famous city enclosure, known as Jugal, and a visit to famous French poet Arthur Rimbaud house in Harar.

Cu ocazia ceremoniilor de turism la nivel mondial si a Conferintei Africane pentru Investitii, o delegatie, de nivel inalt a Institutului de Relatii Internationale si Cooperare Economica, a fost invitata pentru un program de descoperire a Etiopiei, tara considerata cea mai buna destinatie turistica, la nivel mondial.

Vizita a avut loc intre 9 si 16 iulie 2015 si a inclus si o importanta dimensiune politica si diplomatica, in conditiile in care Presedintele IRICE-Profesor Dr. Anton Caragea a avut dialoguri cu: Ministrul Comertului-Yaekob Yalla, Ministrul Afacerilor Externe-Berhane Gebre-Christos si Ministrul Culturii si Turismului si un dialog extins cu Primul Ministru al Republicii Federale Democrate a Etiopiei-Academicianul Hailemariam Desalegn.



 

Intrevedere cu Ministrul Comertului: Presedintele IRICE si Senator Ionel Agrigoroaei-liderul de eficienta al Parlamentului Romaniei.


Dialogul extins s-a concentrat pe teme precum: comert, investitii, cooperare economica, sprijin acordat afacerilor si firmelor, din cele doua regiuni, si promovarea schimbului de tehnica si produse.


In spatiul diplomatic s-a convenit deschiderea unei retele de consuli onorifici in intreaga lume, pentru a promova turismul si cooperarea economica si culturala.

In data de 10 iulie 2015, Presedintele Institutului a sustinut si discursul de deschidere a ceremoniei mondiale de turism, prin cuvantarea ETIOPIA-PAMANTUL ALES DE DUMNEZEU!


Senatorul Ionel Agrigoroaei, liderul de eficienta al Parlamentului Romaniei a anuntat ca dupa primirea scrisorii destinate Liderilor Turismului Mondial, Primul Ministru al Etiopiei, Hailemariam Desalegn a fost decorat cu medalia parlamentului.



 

Dineu de gala in onoarea Presedintelui Prof.Dr. Anton Caragea si a delegatiei sale impreuna cu Primul Ministru Hailemariam Desalegn si Ministrii Afacerilor Externe si ai Culturii si Turismului.


Spectacolul a continuat cu desfasurarea de dansuri traditionale, cu o ceremonie a cafelei, unica in Etiopia si cu prezentari ale elitei academice etiopiene.


Ceremonia a fost difuzata live si a fost urmarita de peste 200 de milioane de privitori.

Din data de 10 iulie 2015 programul cultural si turistic, special realizat pentru delegatia Institutului de Relatii Internationale si Cooperare Economica, a inceput cu vizitarea primei capitale a Africii crestine-Axum, celebru centru de putere si control al negotului din zona Marii Rosii, din anii 100 pana in anii 400 dHr.


 

 

In Axum delegatii au vizitat mormintele imperiale, Biserica Arcei Legamantului si Basilica Sf. Maria, unde ceremonia traditionala de incoronare a imparatilor Etiopiei avea loc.

Special pentru delegatia oficiala au fost deschise si portile muzeului imperial, unde se gasesc nepretuitele comori ale imparatilor Etiopiei: de la ornamente si hlamide, special croite pentru incoronare pana la coroanele imperiale, siroind de pietre pretioase.


 

 

De la Axum, vechiul oras imperial, delegatia IRICE, condusa de Presedintele Dr. Anton Caragea a fost condusa spre Gondar, capitala Etiopiei, intre secolele XVII si XIX.



Ceremonie la Gondar: dansuri specifice!


Aici delegatii au fost primiti cu dansuri traditionale Amhari, intr-o splendida ceremonie de bun venit, oferita de autoritatile locale si sau bucurat de bunatatile specifice Gondarului, la faimosul Restaurant al celor patru surori, si apoi au facut un tur al orasului imperial.


 

 

Gondar este renumit, in intreaga lume, pentru arhitectura sa si pentru ca a fost capitala a zece imparati, in vremurile de glorie ale Abisiniei, cum era numita Etiopia pe atunci.


Orasul uneste, intr-o arhitectura perfecta si stranie totodata, influenta portugheza, engleza si indiana, castigandu-si numele de Camelotul Africii.

Delegatia Institutului de Relatii Internationale si Cooperare Economica a fost apoi primita cu o ceremonie religioasa la Lalibela, orasul crestin prin excelenta al Africii, cunoscut si sub numele de al doilea Ierusalim.


 

 

Peste 5000 de pelerini, preoti si diaconi l-au intampinat pe Prof. Dr. Anton Caragea si au oferit delegatiei costume religioase speciale, pentru intrarea in orasul sfant.


Cu aceasta ocazie Prof.Dr. Anton Caragea a tinut discursul sau memorabil: Catre Poporul din Lalibela, asa cum a fost el reprodus in presa locala.


Discursul Presedintelui a reusit sa incante auditorii si sa le tina captiva imaginatia.


Un turneu al impresionantelor biserici, sculptate in piatra, a fost apoi desfasurat, turneu ce a inclus si mormantului Sf. Lalibela si Bisericile Mantuitorului si ale Sfintei Cruci.

 

 


In partea finala a turneului Presedintelui IRICE, acesta a fost primit in insoritul sud al Etiopiei, teritoriu al Natiunilor, Nationalitatilor si Popoarelor din Sud, cum este cunsocuta regiunea.

Aici delegatia IRICE s-a bucurat de o plimbare pe Lacul Hawassa, un tur de descoperire a orasului si un spectacol nocturn special, ce i-a incantat pe privitori.


O surpriza speciala a fost oferita Presedintelui Dr. Anton Caragea, de catre Ministrul Culturii si al Turismului-Amin Abdulkabir, care a aranjat o vizita surpriza, in cel de al patrulea oras sfant al islamului, Harar, oras ce cuprinde 82 de moschei si peste 400 de altare ale sfintilor, ce au dobandit orasului renumele de orasul sfintilor si statutul de zona protejata de UNESCO.

Delegatii au fost primiti, cu o ceremonia a cafelei si cu un turneu al faimosului zid al orasului numit Jugal si apoi o vizita la locuinta faimosului poet francez-Arthur Rimbaud din Harar.

KAZAKHSTAN HAS BECOME AN EXAMPLE FOR DEMOCRATIC WORLD AFTER APRIL 2015 PRESIDENTIAL ELECTIONS

Supervising the elections in any country in the world is a momentous and difficult task and not to be taken lightly.


You have to observe the present, but with responsibility for the future and impartiality in your heart.


If you are supervising elections in Kazakhstan, the heart of Central Asia, the task is doubled in significance, as Kazakhstan has become an example in the world.

 

 


Kazakhstan has carved himself in the centre of international politics, the host of international meetings destined to bring peace and dialogue in the world, the place where technology and tradition meets and the mediator between developed and developing countries, a place where East and West can build a bridge for dialogue.


Observing elections in such a key country it is an honourable and full of seriousness assignment.


For all this reasons, the invitation offered to me, on behalf of Ministry of Foreign Affairs of Kazakhstan, to observe the elections in the country, as an international observer, was a very challenging one, but nothing has prepared me for the phenomenon I was about to witness.


In Kazakhstan, on 26 of April 2015 I was witnessing the maturity exam of a people.


Born only in 1991, on the ruins of former Soviet Union, Kazakhstan was a young nation, a country only developing his democratic institutions and credentials.


After the early presidential elections held on 26 April 2015, we can safely conclude that this stage was phased out.


With a record presence at poll, of over 95%, people of Kazakhstan proved, without a shadow of a doubt, their commitment to free and fair elections, to build and uphold a democratic society.


While other nations are struggling to bring their electors to the urns and millions of voters disappointed by corruption and state inefficiency are feeling disenfranchised, in developing Kazakhstan millions of electors proved that democracy is not just an empty word to find in the political text books, but a living reality.


I have the pleasure of seeing the people of Kazakhstan taken their future in their hands and voting for their future development, for practical solutions, for experience to weather out the economic storm that is rummaging the world.


The elections in Kazakhstan where not just a democratic exercise, but they where the proof that the peoples power really exist and if the citizens are feeling involved in the economic, social and cultural life of their country, if the state is not failing them and provides the social benefits expected the people will respond partaking in the electoral process.


In the economic and political failed states of the world we can see the reduction of election attendance, the disinterest of the citizens and the broken down of the social contract that Rousseau and French revolutionaries had considered as the fundamentals of the state.

Kazakhstan state is honouring his social contract with his citizens and the response is this huge electoral participation.


95% electoral attendance can be a mystery in states where citizens are isolated and oppressed, but this is a reality in a functional nation.


In Kazakhstan, the 2015 elections where a national plebiscite in which the people decided above anything else their future.


I have observed this reality as hundreds of thousand of peoples turn out to vote accompanied by children’s and small infants, as they realized that it is not so much a vote for next few years, but a vote for future, for peace, for continuous democratic development and economic achievements.


Kazakhstan’s 2015 elections where undoubtedly democratic in nature, where fair and crystal clear transparent and where offering a few refreshing news for everybody.

 

 

PRESEDINTELE KAZAHSTANULUI NURSULTAN NAZARBAYEV A FOST REALES IN ALEGERI DEMOCRATICE SI TRANSPARENTE

 

 

Kazahstanul poate considera că si-a incheiat tranzita spre democratie după alegerile din 26 aprilie 2015, devenind un stat ce poate fi clasificat ca o democratie functională, ce va accede in curand, daca continua in aceeasi directie, la statutul de democratie functională consolidată, a apreciat Prof. Dr. Anton Caragea, Presedintele Comisiei de Monitorizare a alegerilor anticipoate din Kazahstan.


In perioada 22-29 aprilie 2015 o delegație românească a monitorizat procesul electoral din Kazahstan.


Delegația, condusă de Profesor Dr. Anton Caragea-Președintele Director General al Institutului de Relații Internaționale si Cooperare Economica, a mai fost compusă între alții din Președintele Comisiei pentru Romanii din Afara Granițelor-Senatorul Marcel Bujor, Directorul academic-Prof. Dr. Mircea Constantinescu si un număr de experți electorali.


 

 


 

Votul din 26 aprilie 2015 a intrunit toate conditiile democratice


Delegația a observat alegerile din Kazahstan, iar echipa condusă direct de Prof. Dr. Anton Caragea a monitorizat regiunile Almaty, Shymkent si Turkistan.


Alegerile au beneficiat de o prezenta la vot de peste 95%, iar învingătorul alegerilor a fost proclamat candidatul Nursultan Nazarbayev, ales președinte cu peste 8 milioane de voturi legal exprimate.


La intoarcerea in tara delegatia romanesca a realizat un raport de analiza asupra alegerilor prezidentiale anticipate din Kazahstan.


Concluzia raportului final a fost aceea că alegerile din Kazahstan au respectat legislația internă si standardele internaționale in materia, fiind clasificate drept un exemplu prin transparentă, organizare si participarea masivă la procesul electoral.


 


Kazahstanul este o tara cu o indelungata experienta democratica consolidata, dupa alegerile prezidentiale anticipate din aprilie 2015


Toate acestea demonstrează încrederea populației in sistemul electoral, in transparenta si echisdanta alegerilor si mai ales satisfacția populației fată de evoluția națională ceea ce s-a transpus intr-o prezentă record la urne.


Votul covarsitor in favoarea presedintelui in exercitiu era previzibil, fiind un vot pentru stabilitate, continuitate si progres economic si democratic.


Kazahstanul poate considera că si-a incheiat tranzita spre democratie după alegerile din 26 aprilie 2015, devenind un stat ce poate fi clasificat ca o democratie functională, ce va accede in curand, daca continua in aceeasi directie, la statutul de democratie functională consolidată, a apreciat Prof. Dr. Anton Caragea. 


On the fore is the news that democracy can be a real practice, can involve a nation that is educated and convinced of his role in history.


At the same time it was proven the fact that: governments and peoples are not confrontational actors on political arena, but they can cooperate to build a powerful country.


26 of April 2015 early presidential elections of Kazakhstan where the irrefutable proof of this self evident truth: that democracy can only work when all the people are involved.

             ROMANIAN DIPLOMATIC PRIZES FOR 2013/2014

The Ambassador of Iraq-Omer Berzinji received in a public ceremony the title of BEST AMBASSADOR OR 2013 on March 19, 2014, on the ocassion of the annual edition of ROMANIAN DIPLOMATIC PRIZES EVENT.


The annual ceremony is a public homage to the main actors of Romanian diplomatic activity during 2013.




H.E. Ambassador of Iraq-Omer Berzinji-BEST AMBASSADOR FOR 2013 with his wife and the team of Institute of International Relations and Economic Cooperation of Romania headed by Professor Dr. Anton Caragea


The public unveiling of the name of best diplomats, had enjoyed a record diplomatic presence with over 43 ambassadors and charge d`affair`s attending the event and more than 50 parliamentarians from Chamber of Deputies and Senate and government officials on the venue of the prizes.


Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation started the ceremony with a brief assessment of the year 2013, as a special year for international standing of Romania, a year in which bilateral relations with a series of state such as: Kazakhstan, Lao PDR, Korea etc. had rapidly evolved and also an year marked by essential visits of our country representatives to the country such as: Azerbaijan. United Arab Emirates, Kazakhstan, Lao PDR etc.





 

H.E. Ambassador of Iraq-Omer Berzinji-BEST AMBASSADOR FOR 2013



The main core of the ceremony was the bestowing of BEST AMBASSADOR FOR 2013 recognition to H.E. Ambassador of Iraq- Omer Berzinji in sign of appreciation for his diplomatic efforts.


The report, drafted by the academic and parliamentary committee of Institute of International Relations and Economic Cooperation, had outlined the main reasons for this decision.


During the mandate of H.E. Ambassador Omer Berzinji the bilateral trade reach a pick of 400 million dollars, arrangement`s for establishing sister regions and cities between three regions of Romanian and Iraq where inked and six more are in preparation stages., the visit of ministry of foreign affairs of Iraq and of the head of international department of Kurdistan region and 55 years celebration of bilateral diplomatic relations between Romanian and Iraq were also highlighted as achievements in the report.


In the thunderous applause of the public, H.E. Professor Dr. Anton Caragea and Hon. Vice-President of the Senate Mr. Florin Constantinescu handed out to H.E.Omer Berzinji-Ambassador of Iraq the title of honor and academic prize of BEST AMBASSADOR FOR 2013, in sign of recognition and appreciation on behalf of the academic and parliamentary committee of IRICE.


In his acceptance speech Ambassador Omer Berzinji had expressed his commitment to further work to foster the bilateral relation and expressed also his gratitude to Professor Dr. Anton Caragea for his key role in developing this bond between the nations.


In the second part of the DIPLOMATIC PRIZES CEREMONY FOR 2013, the center stage has being taken by the recognition of the outstanding merits of the Romanian parliamentary diplomacy efforts in promoting the foreign policy agenda of our country.




Senator Florin Constantinescu-Vice-President of the Romanian Senate receives the PRIZE FOR PARLIAMENTARY ACTIVITY IN 2013



In this respect Academician Mircea Constantinescu outlined the special exertions of senators Ionel Agrigoroaei and Florin Constantinescu: the two senators where on the van of a sustained internal and external parliamentary activity and also they involved themselves on decisively fostering the international image of Romania in the world and created a favorable climate to develop economic cooperation and friendly relations with other states.


In his gratitude and acceptance speech, senator Florin Constantinescu stated that: I recollect with pleasure the memories from the diplomatic activity of the last year such as: The conference on Kazakhstan 2050 Strategy, held with the leaders of Kazakhstan Parliament, the conference to combat world economic crisis in Astana and the participation to the dialogue with Korean delegation that opened new opportunities for relations with Far East Asia region.

In his allocution, Senator Ionel Agrigoroaei had stated his desire to express his gratitude to the diplomatic community for the vote of confidence placed on Romania and marked also his appreciation to the ambassador of Iraq-Omer Berzinji for his entire activity in the benefit of his country and of traditional friendship between Romania and Iraq.


He continued praising Professor Dr. Anton Caragea and the team of Institute of International Relations and Economic Cooperation who, with professionalism and constant exertions, supported Romanian parliamentary diplomacy to reach a new pick of recognition and concluded that his hope is that all the efforts of diplomats, present on the ceremony venue, will contribute to a better and safer world for us all.


In the final moments of the ceremony, Professor Dr. Anton Caragea had received on behalf of Parliament committee the HONORARY MEDAL OF ROMANIAN SENATE in sign of recognition and appreciation for his activity.

In the laudation speech, senator Florin Constantinescu stated that: to review the full activity of Professor Dr. Anton Caragea in the service of diplomacy will be an arduous task, so I will highlight only activities from the last year: the creation of Business Councils with Republics of Kazakhstan and Lao PDR, carving honorary consulates , recent visits to Azerbaijan, United Arab Emirates, Lao PDR, Kazakhstan and organizing more than 20 conferences, seminars, interviews, lectures and debates on major diplomatic events and discussions themes.


This is an impressive activity, that is making me proud to bestow to you, esteemed professor, the HONORARY MEDAL OF ROMANIAN SENATE concluded Senate Vice-President Florin Constantinescu.


The DIPLOMATIC PRIZES CEREMONY FOR 2013 marked an auspicious moment in the activity of diplomatic corps accredited to Romania, offering a clear signal that the activity of diplomatic corps accredited to Romania is watched with attention, benevolent and encouraging feelings and encouraged and that all the promotion and representation activities are appreciated to the highest level.

Ceremonia pentru desemnarea CELUI MAI BUN AMBASADOR PENTRU ANUL 2013 a fost gazduita de Palatul Parlamentului, in data de 19 martie 2014, odata cu ditia anuala a PREMIILOR DIPLOMATICE ALE ROMANIEI, premii ce omagiaza activitatea de reprezentare internationala a tarii noastre pentru anul 2013.

Ceremonia s-a bucurat de o numeroasa prezenta diplomatica, cu peste 43 de ambasadori si insarcinati de afaceri participand la ceremonie si cu un numar de 50 de reprezentanti ai Camerei Deputatilor , Senatului si Guvernului Romaniei luand parte la eveniment.


Prof.Dr. Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica (IRICE)a deschis festivitatea explicand ca: anul 2013 a fost un an deosebit pentru promovarea Romaniei, un an in care relatiile cu state precum: Kazahstan, Laos,zona peninsulei coreene sau dezvoltat rapid si in care delegatii ale tarii noaste au vizitat: Azerbaijan, Emiratele Arabe Unite, Kazahstan, Laos etc.




Excelenta Sa Omer Berzinji-CEL MAI BUN AMBASADOR AL ANULUI 2013


Prima recunoastere, pentru intreaga activitate diplomatica din anul 2013, a venit pentru CEL MAI BUN AMBASADOR, Excelenta sa Omer Berzinji-Ambasadorul Irak-ului in Romania.


In raportul public al Consiliului Academic si Parlamentar al IRICE au fost prezentate ratiunile acestei alegeri.


In mandatul Ambasadorului Omer Berzinji schimburile economice bilaterale au ajuns la 400 de milioane de dolari, au fost semnate acorduri de infratire intre trei regiuni din Irak si Romania si alte sase acorduri sunt in parcurs de a fi finalizate, vizita ministrului afacerilor externe al Republicii Irak si a sefului departamentului de relatii internationale al Kurdistanului si sarbatorirea a peste 55 de ani de relatii diplomatice bilaterale au fost printre realizarile de marca ale mandatului ambasadorului Omer Berzinji.


Apoi, in aplauzele asistentei, Excelenta Sa Prof.Dr. Anton Caragea si Onorabilul Vice-Presedinte al Senatului Florin Constantinescu au inmanat Excelentei Sale Ambasadorului Irakian-Omer Berzinji cea mai inalta recunoastere parlamentara si academica a tarii noastre: titlul de CEL MAI BUN AMBASADOR PENTRU ANUL 2013.


In cuvantul sau de multumire Ambasadorul Omer Berzinji si-a exprimat decizia de a continua sa munceasca pentru aprofundarea relatiei bilaterale si a multumit Prof.Dr. Anton Caragea pentru rolul sau determinant in dezvoltarea acestei legaturi.

In partea a doua a CEREMONIEI PREMIILOR DIPLOMATICE ALE ROMANIEI a a avut loc recunoasterea meritelor deosebite ale diplomatiei parlamentare romanesti in promovarea politicii externe a tarii noastre.


La acest capitol, academicianul european Mircea Constantinescu a prezentat meritele deosebite ale senatorilor Ionel Agrigoroaei si Florin Constantinescu: cei doi senatori s-au remarcat atât printr-o activitate susținută în cadrul activității parlamentare interne, cât și în numeroasele activități de diplomație parlamentara în care s-au implicat, contribuind decisiv la îmbunătățirea imaginii României, si în crearea unui climat favorabil dezvoltării unor relații economice si de prietenie cu alte state.


Senatorul Florin Constantinescu a declarat la primirea premiului pentru activitate parlamentara ca: imi aduc aminte cu placere, de momente din activitatea acestui an precum: participarea mea la Conferinta despre Strategia Kazahstan 2050, impreuna cu liderii Parlamentului din Kazahstan , participarea la Conferinta privind solutii de iesire din criza economica mondiala, desfasurata tot impreuna cu Ambasada Kazahstanului, participarea la dialogul la nivel inalt cu delegatia coreeana, ce a deschis o noua punte de colaborare cu aceasta zona a globului.

Senatorul Ionel Agrigoroaei a remarcat si el ca: as dori sa multumesc comunitatii diplomatice pentru votul de incredere acordat Romaniei prin sustinerea acestui important eveniment in tara noastra, as dori sa multumesc Ambasadorului Irak-ului Omer Berzinji pentru intreaga sa activitate, desfasurata in beneficiul tarii sale si al prieteniei traditionale dintre Romania si Irak si Prof.Dr. Anton Caragea si echipei Institutului de Relatii Internationale si Cooperare Economica care prin profesionalismul demonstrat si eforturile constante din ultimii ani au ajutat diplomatia parlamentara a Romaniei sa atinga un nou nivel de recunoastere si as dori sa sper ca eforturile noastre , ale tuturor celor prezenti vor contribui la a crea o lume mai buna si mai sigura pentru noi toti.

Este aceasta o activitate impresionanta si pentru care am deosebita placere sa va inmanez, domnule profesor, MEDALIA DE ONOARE A SENATULUI, a concluzionat Vice-Presedintele Florin Constantinescu.


CEREMONIA PREMIILOR DIPLOMATICE PENTRU 2013 a marcat un nou moment deosebit in activitatea diplomatica a tarii noastre, dand un semnal clar ca activitatea intregului corp diplomatic acreditat in Romania este urmarita cu bunavointa, atentie, apreciata si incurajata si ca toate actiunile de promovare si reprezentare sunt negresit apreciate la cel mai inalt nivel.

FRIENDSHIP VISIt TO THE STATE OF QATAR/VIZITA DE PRIETENIE IN STATUL QATAR

Between 24-28 March 2014, Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation of Romania was invited for an official visit to the State of Qatar, on the occasion of the 11 Inter-confessional Dialogue Conference held in Doha.


Museum of Islamic Art in Doha-Qatar: a center of cultural activity on the Gulf area.


During the conference works Professor Dr. Anton Caragea held a key note speech on the issues related to the role of youth in promoting interfaith dialogue and inter-religion understanding and chaired a round table on the ways and ideas to foster dialogue and inter-civilization dialogue.


On the occasion of his visit to the State of Qatar, Professor Dr. Anton Caragea held a number of meetings, destined to promote the mutual god understanding and the Qatar-Romania cooperation.

During the meetings a dialogue was held with the management of the Chamber of Commerce and Industry of the State of Qatar where issues such as: economic opportunities offered by Romanian market, investments in tourism industry of Romania and the necessity to open a Qatari bank in Romania where discussed.

An ample and far reaching dialogue was held with the Chairman of National Television of Qatar-Sheik Abdulaziz Thani Al-Thani. During the meeting where tabled issues such as: exchange of cultural programs, television productions, promoting the image of the State of Qatar in the Romanian mass media and the opportunities to confer the BEST CULTURAL TELEVISION title for Qatar National Television.


The productive and extensive dialogue had continued at the headquarters of National News Agency of Qatar with General Director Mr. Ahmed Saad Alboainin.

Here where tabled, during the amicable dialogue, issues such as: information exchanges, naming a media representative of Qatar News Agency in Romania, inviting Romanian journalists to Qatar, bilateral promotion of activities, promoting the Qatari news output in Romanian mass media and attending international events organized by Qatar News Agency.


Mosque Mohammed bin Abdulwahab: a center of islamic research and faith.


The visit to Qatar encompassed also a cultural side: with visits to the Mosque Mohammed bin Abdulwahab and to the Museum of Islamic Art in Doha, an astonishing cultural establishment comprising a vast area of cultural artifacts, of real value, all in a futuristic display, putting the latest technique to the service of cultural and historical promotion in a truly unique arrangement, wordy of world appraisal.


The visit to the State of Qatar by Professor Dr. Anton Caragea was a momentous occasion in developing a special bilateral relation of friendship and cooperation between Romania and Qatar.

 

                 VIZITA DE PRIETENIE IN STATUL QATAR 

 

In perioada 24-28 martie 2014, Prof.Dr. Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica a efectuat o vizita in Statul Qatar, cu ocazia celei de a 11 Conferinte de Dialog Interconfesional.


Muzeul Culturii Islamice din Doha: un obiectiv cultural de semnificatie mondiala.


In cadrul conferintei, Prof.Dr. Anton Caragea a sustinut o comunicare cu tema: rolul tineretului in promovarea dialogului interconfesional si al intelegerii inter-religioase si a condus o masa rotunda pe tema promovarii culturii si a dialogului inter-civilizational.


Cu ocazia deplasarii in Qatar, Prof. Dr. Anton Caragea a avut o serie de intalniri destinate sa promoveze buna intelegere si cooperarea dintre Qatar si Romania.

In cadrul discutiilor avute cu conducerea Camerei de Comert si Industrie a Statului Qatar s-au avut in vedere oportunitatile oferite de piata romaneasca, potentialul turistic al Romaniei si investitiile ce se pot face in acest domeniu si necesitatea deschiderii unei banci din Qatar in Romania.

Un dialog bogat si amplu a avut loc cu Presedintele Televiziunii Nationale din Qatar- Seic-ul Abdulaziz Thani Al-Thani, prilej cu care au fost abordate teme precum: schimbul de programe culturale, de filme si documentare, promovarea imaginii statului Qatar in mass media din Romania si oportunitatea oferirii titlului de Cea Mai Buna Televiziune Culturala pentru televiziunea nationala qatareza.



Dialogul productiv a continuat si la conducerea Agentiei Nationale de Stiri a Qatarului cu Directorul General al agentiei- Ahmed Saad Alboaininsi unde s-au abordat teme precum: schimbul de informatii, invitarea delegatiilor de jurnalisti romani la evenimenete din Qatar, deschiderea unui birou de informatii al Agentiei de Stiri Qatareze la Bucuresti si promovarea reciproca, promovarea fluxului de stiri din Qatar in presa din Romania si participarea la evenimente internationale.

Vizita in Qatar a mai inclus si o parte culturala: prezentarea unor asezaminte religioase vestite precum: Moscheea Mohammed bin Abdulwahab si vizita la Muzeul de Cultura Islamica din Doha, un uimitor asezamant cultural, cuprinzand o bogatie de artefacte, piese de reala valoare, totul intr-un ansamblu futurist ce uneste cuceririle tehnicii, puse in slujba promovarii culturii, cu valoarea istoriei islamice, rezultand un ansamblu unic la nivel mondial.

On the occasion of the 42 celebration of United Arab Emirates National Day, an important Romanian delegation participated at the impressive manifestation of solidarity and admiration for the extraordinary achievements of the UAE.


The Romanian participation at the UAE National celebrations had become a permanent event as an expression of the rock-solid partnership and friendship instilled between the two countries.

The program carved for Professor Dr. Anton Caragea included also a high profile visit to Masdar City, touring the premises of the solar powered energy city and getting acquainted with lodging, research and study facilities of the Masdar Institute of Technology and drive testing the latest electric powered car constructed on site.

The cultural side of the program included a visit to universally acclaimed Sheikh Zayed Mosque in Abu Dhabi, Yas Island and Saadiyat Island Cultural Complex and a safari experience on Al Ain desert.

Professor Dr. Anton Caragea was also congratulated for his decision to uphold Dubai City candidature to host World Expo 2020, a decision that was echoed during Paris Seance of International Exhibition Bureau that voted with overwhelming majority to support Dubai as World EXPO 2020 organizer.


Romania itself and as a part of Europe, is always true to the alliance and friendship with United Arab Emirates and promoting and supporting Dubai candidature for World Expo was a necessary and intricate apart of their long term cooperation, stated Professor Dr. Anton Caragea.

Romania was the second European country to announce his support for Dubai in an impressive ceremony held in the Palace of Parliament and afterwards Professor Dr. Anton Caragea held meeting with Asian, African and European countries during an eight months period promoting Dubai candidature for World Expo 2020.


Supporting Dubai and United Arab Emirates as organizers of World Expo 2020 and constantly attending UAE National Day Celebrations are all testimonies of the strategic friendship that is uniting in a brotherhood spirit Romania and UAE.   VIZITA DELEGATIEI ROMANE IN EMIRATELE ARABE UNITE 

 

 

Cu ocazia celei de a 42-a aniversari a Zilei Nationale a Emiratelor Arabe Unite o participare importanta a fost cea a delegatiei romanesti cea a luat parte la aceasta extraordinara manifestare de apreciere si solidaritate fata de realizarile Emiratelor Arabe Unite (EAU).


Participarea romaneasca la sarbatoarea nationala a Emiratelor Arabe Unite a devenit un eveniment cu caracter permanent si o expresie ferma a parteneriatului si sentimentelor de prietenie ce unesc cele doua tari.

Programul gandit pentru Prof.Dr. Anton Caragea a inclus si o vizita speciala la Orasul Energiei-Masdar, un tur al zonelor de productie a energiei solare pentru intregul oras Masdar precum si inspectarea spatiilor de cazare si predare pentru studentii si cercetatorii de la Institutul de Tehnologie Masdar precum si un test al cele mai noi masini, propulsate electric, realizate de cercetatorii de la Masdar.

Profesor Dr. Anton Caragea a fost totodata felicitat pentru decizia de a sustine candidatura orasului Dubai pentru organizarea Expozitiei Mondiale din 2020, o decizie ce a avut un ecou deosebit la consfatuirea de la Paris a Biroului International de Expozitii, ce a votat cu o larga majoritate sa sustina Dubaiul drept organizator al Expozitiei Mondiale din 2020.

Romania a fost cea de a doua tara ce si-a anuntat sprijinul pentru Dubai, intr-o ceremonie impresionanta desfasurata la Palatul Parlamentului si ulterior timp de opt luni, in toate intalnirile sale, Professor Dr. Anton Caragea a obtinut sprijin de la natiuni din Europa, Asia si Africa pentru candidatura Dubai-ului la Expozitia Mondiala din 2020.



Delegatia romanesca participa la manifestarile prilejuite de cea de a 42-a aniversare a Zilei Nationale a Emiratelor Arabe Unite.

           ROMANIAN DELEGATION VISIT TO AZERBAIJAN

The visit to Azerbaijan was held between 30 October and 4 November 2013 and was inscribed in the bilateral expressed desire to develop the strategic partnership and in order to better appreciate the cultural, economic and civilization model offered by azeri society.


From 31 October to 1 November 2013, the world center of cultural and academic elite was Azerbaijan, during the International Humanitarian Forum held in Baku.

The Forum had united, under the leadership of Azerbaijan President-Ilham Aliyev, the highest representatives of academic groups and world leaders from 65 countries in search of solutions to build a world free of economic crisis, wars and conflicts.


Upon the invitation of Foreign Minister of Azerbaijan-Elmar Mammadyarov, Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation attended as key-note speaker to the forum activities.


Opening the International Humanitarian Forum of Baku, President Ilham Aliyev had underlined the necessity to reorganize international institutions system in order to increase their effectiveness and action power.


The purpose of this proposed reform is to empower the decisions of international organisms and to avoid negative cases, like in the situation of Nagorno-Karabakh where United Nations decisions are not implemented for more than two decades and remain dead letter.


Azerbaijan President highlighted the necessity to export inter-cultural dialogue model of Azerbaijan, that become a country for many religions and ethnical groups, a country that is respecting equally the Christian, Judaic or Islamic heritage, as part of the global historical patrimony of Azerbaijan.


″We have restored an ancient Zoroastrian temple in Azerbaijan. The oldest church in the Caucasus is also located in Azerbaijan. It has also been renovated. The Shamakhi Juma Mosque, one of the oldest mosques in the world, has been overhauled. It is 1270 years old.


In other words, restoration and protection of the monuments of all religions are part of the national policy″, concluded azeri president.


The national Azeri leader mentioned in his speech and the importance of economic development model offered by Azerbaijan in this time of crisis, citing a constant economic growth, low unemployment and high standard of living, with salaries that increased six times in the last decade, all this factors helped Azerbaijan ranking in the top 39 world economic competitiveness.

In his allocution, Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation had openly thanked President Ilham Aliyev for the initiative to host this high standard forum that has the potential of creating a global world dialogue platform, in order to create a XXI century world without humanitarian crisis, a world of social equity, equal chances and sustainable development.


In his key note speech, Professor Dr. Anton Caragea underlined the fact that the only cure for world economic crisis is a global debate, that will replace the philosophical fundaments of XVIII century, with the imperatives of XXI century: an ecological civilization, relinquishing the capitalist economic paradigm and replacing it with sustainable development and ousting profit as the symbol of global economic assessment and replacing it by social utility.


After the forum works where concluded, Professor Dr. Anton Caragea taken up a tour of city of Baku and a familiarization trip to Autonomous Republic of Nakhchivan, component part of Republic of Azerbaijan.

The visit had a strong cultural component including a tour of city of Nakhchivan, a city with a 3.500 years history, a on the spot excursion to Prophet Noah Tomb, visiting Heydar Aliyev Palace in the city, carpet museum, a cruise to the ancient city of Ordubad, an incursion to the Nakhchivan Shah palace and to Ashabi-Khaf mosque and had observed a classical and opera spectacle offered by the Drama Theater of Nakhchivan.


The Baku city tour presented a capital that unites perfectly high tech buildings and the splendors of the old city and had included a visit to Shirvanshah palace, Azeri national television and medieval citadel.

Vizita romaneasca in Azerbaijan a avut loc intre 30 octombrie si 4 noiembrie 2013 si s-a inscris in cadrul dorintei de a dezvolta parteneriatul strategic bilateral si de a cunoaste mai bine modelul economic, cultural si de civilizatie azer.


In perioada 31 octombrie-1 noiembrie 2013, centrul elitei culturale si academice mondiale a fost in Azerbaijan, in cadrul Forumului International Umanitar de la Baku.



 

Presedintele Ilham Aliyev a reunit elita intelectuala mondiala la Baku, in cadrul Forumului International Umanitar 2013


Forumul a reunit, sub conducerea Presedintelui Republicii Azerbaijan-Ilham Aliyev, inalti reprezentanti academici si lideri mondiali din 65 de tari, toti in cautarea solutiilor pentru construirea unei lumi fara crize economice, fara razboaie si conflicte.


La invitatia Ministrului Afacerilor Externe al Azerbaijanului-Elmar Mammadyarov, Profesor Dr. Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica a participat in calitate de speaker principal la lucrarile forumului.


In deschiderea Forumului International Umanitar de la Baku, Presedintele Ilham Aliyev a marcat necesitatea reorganizarii sistemului institutiilor internationale in sensul cresterii autoritatii si puterii de actiune a acestora.


Scopul reformelor este ca in final deciziile organismelor internationale sa nu mai ramana doar o hartie fara valoare, ci sa fie implementate, dandu-se ca exemplu negativ cazul conflictului din Nagorno-Karabakh, unde deciziile Natiunilor Unite sunt incalcate de peste doua decenii.


Totodata Presedintele Azerbaijanului a subliniat necesitatea exportarii modelului de dialog intercultural reprezentat de un Azerbaijan ce a devenit casa mai multor etnii si religii, ce respecta monumentele culturale crestine, iudaice si musulmane deopotriva ca parte a mostenirii istorice a Azerbaijanului.


″Am restaurat templele zoroastriene, cele mai vechi biserici crestine din Caucaz se afla in Azerbaijan si au fost renovate si am finalizat si refacerea moscheii Shamakhi Juma ce are peste 1270 de ani vechime. Am facut din protejarea monumentelor religioase ale tuturor religiilor parte a politicii noastre nationale″, a concluzionat presedintele azer.


Liderul national azer a mai mentionat si importanta modelului de dezvoltare economica, oferit de Azerbaijan in aceasta perioada de criza, citand o crestere economica permanenta, un somaj redus si un nivel de trai ridicat, cu salarii ce au crescut de sase ori in ultimii zece ani, ceea ce a adus Azerbaijanul pe locul 39 al competitivitatii mondiale.



Profesor Dr. Anton Caragea a prezentat un adevarat manifest pentru secolul XXI in aplauzele asistentei de la Forumul International Umanitar de la Baku 2013.

 

 


In discursul sau, Profesor Dr. Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica, a multumit presedintelui Ilham Aliyev pentru initiativa organizarii acestui inalt forum, ce poate deveni o platforma mondiala de dicutii pentru constituirea unei lumi a secolului XXI, fara crize umanitare, o lume a echitatii sociale si a egalitatii de sansa, a dezvoltarii continue.


In alocutiunea sa, Prof.Dr. Anton Caragea a mentionat ca singura solutie pentru criza economica globala este o dezbatere la nivel general, care sa inlocuiasca fundamentele filosofice de secol XVIII cu imperativele secolului XXI : o civilizatie ecologica, parasirea pradigmei economiei capitaliste si inlocuirea ei cu dezvoltarea durabila, renuntarea la profit ca singura metoda de apreciere a succesului si inlocuirea cu utilitatea sociala.


La finalul lucrarilor forumului, Profesor Dr. Anton Caragea a efectuat un tur al orasului Baku si o vizita de familiarizare in Republica Autonoma Nahcivan din cadrul Azerbaijanului.

Vizita a inclus o componenta culturala, incluzand un tur al orasului Nahcivan, oras vechi de peste 3.500 de ani, o calatorie la monumentul funerar al Profetului Noe, vizitarea Palatului Heydar Aliyev din localitate, muzeul covoarelor, o vizita in orasul antic Ordubad , la palatul sahilor din Nahcivan si la moscheea Ashabi-Kahf si a asistat la un spectacol de muzica clasica si opera universala si azera din cadrul Teatrului Dramatic din Nahcivan.

Turul orasului Baku, o capitala ce uneste perfect cladirile ultramoderne si splendoarea vechiului oras, a inclus vizitarea palatului Shirvanshah, a televiziunii azere si a citadelei medievale.


Profesor Dr. Anton Caragea a apreciat intr-un interviu pentru televiziunea nationala azera ca : Baku este astazi o metropola simbol, ce respecta trecutul si construieste un megapolis ce indeplineste cerintele secolului XXI, splendid asezat in cadrul mirific al Marii Caspice.

VIZITA DELEGATIEI ROMANE IN REPUBLICA POPULARA DEMOCRATICA LAO

In perioda 4-11 mai 2013, o delegatie romaneasca condusa de E.S. Prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica, a efectuat o vizita de lucru in Republica Populara Democrata Laos, la invitatia Excelentei Sale Primul Ministru Thongsing Thammavong.

Vizita s-a inscris in cadrul relatiei bilaterale Romania-Laos si al imbunatatirii rapide a dialogului bilateral si a dorintei reciproce de a stabili un parteneriat extins si consolidat, Laos-ul fiind principalul partener al tarii noastre in zona Asiei de Sud-Est.

In cadrul vizitei, prof.dr. Anton Caragea a avut o intrevedere cu Primul Ministru al Laos-ului- E.S Thongsing Thammavong . In cadrul dialogului cei doi au convenit asupra extinderii schimburilor in plan cultural, economic si turistic si a extinderii dialogului politic.

E.S Thongsing Thammavong a facut pentru delegatia romaneasca o extensiva prezentare a situatiei economice a Laos-ului , o tara in plina dezvoltare, cu o rata de crestere anuala de 4-7% , cu o rata de crestere a numarului de turisti cu 20% anual si unul din tigrii economici ai zonei. Totodata primul ministru a exprimat cele mai sincere multumiri pentru rolul instrumental jucat de prof.dr.Anton Caragea in promovarea imaginii Laos-ului in lume si in acordarea titlului de CEA MAI BUNA DESTINATIE TURISTICA pentru Laos.

La randul sau Profesor dr. Anton Caragea a elogiat punctele forte ale Laos-ului : stabilitatea politica, impresionanta dezvoltare economica a tarii si dorinta clara de imbunatatire a relatiei bilaterale.

ROMANIAN DELEGATION VISIT TO LAO PEOPLE`S DEMOCRATIC REPUBLIC 

Between 4 to 11 May 2013 a romanian delegation, under the leadership of H.E. Professor Dr. Anton Caragea , Director of Institute of International Relations and Economic Cooperation of Romania was invited for a working visit in People`s Democratic Republic of Laos by H.E. Thongsing Thammavong -Prime Minister of Laos.

The visit has being encompassed in the rapid developing bilateral relation between Romania and Laos, in a rapid evolving dialogue and a reciprocated desire to establish an extensive and consolidate partnership, Laos being presently the main partner of our country in the South East Asia area.

In the framework of H.E. Professor Dr. Anton Caragea visit an inclusive discussion was held with H.E. Thongsing Thammavong -Prime Minister of Laos. At the meeting where tabled the extension of bilateral exchanges in areas such as economy, tourism, culture and political dialogue.

H.E. Thongsing Thammavong -Prime Minister of Laos has presented for romanian delegation an extensive presentation of the Laos economic situation as a country in full and ample development, with a rate of annual economic growth of 4 to 7%, and an expansion rate of incoming tourists of more than 20% annually and being counted amongst economic tigers of the area.

Also the Prime Minister had expressed the sincere appreciation of the Government and People of Laos for the instrumental role played by Professor dr. Anton Caragea in promoting Laos image in the world and in bestowing the WORLD BEST DESTINATION title for Laos.

On his turn professor dr. Anton Caragea had emphasized the strong points of Laos: political stability, impressive economic development and the clear express desire to extend the bilateral relation.

 ROMANIAN DELEGATION VISIT TO KAZAKHSTAN

 

 

A Romanian delegation, headed by Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation was invited for an official working visit to Republic of Kazakhstan between 19-25 November 2012.

The high level Romanian delegation has being invited to visit Astana-capital of the Kazakhstan and Aktau city –main center of the Kazakhstan on the sea tourism program.


The main objective of the visit was to convey the message of friendship and the desire of the Romanian side to strengthen the bilateral cooperation with Kazakhstan in the areas of economy, culture and mass media.


The Kazakhstan side had expressed his interest in the further development of the bilateral relations with Romania and the desire to fulfill the basic principles of the strategic relations forged between Romania and Kazakhstan.


The program of the visit was dense and extremely significant in the desire of the two sides to commit the necessary resources in building an economic correspondent of the existing excellent political relations.


The Romanian delegation headed by Professor Dr. Anton Caragea held meetings with President of Kazakhstan Trade and Industrial Chamber Mr. Tabyr Esembekov.


During this meeting was presented the opening of Romanian-Kazakhstan Business Council and the parties decided on the opening of the Kazakhstan counterpart to Romanian based Business Council, also where tabled the main topics of the bilateral economic agenda and decided on the visit to Romania of a delegation of Kazakhstan business leaders in February 2013 and the was decided upon holding the Romanian –Kazakhstan Business Forum during the visit of H.E. President Nursultan Nazarbayev to Romania.

In the cultural part of the program, carved by Kazakhstan authorities, for the Romanian delegation in the city of Aktau, professor dr. Anton Caragea visited State University of Aktau and the famous historical and religious site of Shakpak Ata.




Shakpak Ata- a religious and historical place of special significance for people of Kazakhstan.


During his visit to State University of Aktau, professor dr. Anton Caragea and Romanian side held talks with romanian professor`s working there on common educational programs and meet the Rector of the University-Dr. Abzhapparov Abdumutalip.


Professor Dr. Anton Caragea appreciated the Romanian role in establishing joint educational program at Aktau University and expresses his appraisal that Romanian side had constructed, with Kazakhstan support, a perfect model of educational institution.


Rector of Aktau University, Dr. Abzhapparov Abdumutalip asked for Romanian support in having more professors for finance, economy, engineering and other areas, stating that romanian professors are among the best in the world.


Than Romanian delegation visited museums and cultural and touristic objectives in Aktau area and Mangyshlak Peninsula, the main being the sacred place of Shakpak Ata, a special historical and religious significance sanctuary for people of Kazakhstan .

  VIZITA DELEGATIEI ROMANE IN KAZAHSTAN

 

 

O delegatie romaneasca, condusa de prof.dr. Anton Caragea, Director al Institutului de Relatii Internationale si Cooperare Economica, a efectuat o vizita de lucru in Republica Kazahstan in perioada 19-25 noiembrie 2012.

Delegatia romanesca la nivel inalt a fost invitata pentru a vizita capitala Kazahstanului: Astana si orasul Aktau- principalul centru al programului de promovare a turismului : Kazahstan-ul la mare.


Principalul obiectiv al vizitei a fost transmiterea unui mesaj de prietenie si cooperare intre cele doua tari si de interes mutual pentru dezvoltarea relatiilor economice, culturale si de presa intre cele doua tari.


Partea kazaha si-a exprimat pe intregul parcurs al vizitei dorinta de a continua dezvoltarea relatiei bilaterale cu Romania si dorinta de a onora nivelul de relatie strategica existent intre cele doua tari.


Programul vizitei a fost extrem de semnificativ in reflectarea dorintei partilor de a construi o relatie economica bilaterala, pe masura relatiei politice excelente dintre cele doua natiuni.


Delegatia romana, condusa de prof.dr. Anton Caragea, a avut intrevederi cu Presedintele Camerei de Comert si Industrie a Kazahstanului, dl. Tabyr Esembekov.


In timpul intalnirii a fost prezentata deschiderea Consiliului de Afaceri Romania-Kazahstan si s-a decis deschiderea unei organizatii similare in Kazahstan, au fost stabilite principalele elemente ale agendei economice bilaterale si s-a convenit asupra unei vizite a unei delegatii de oameni de afaceri din Kazahstan, in februarie 2013 si organizarea unui Forum de Afaceri Romania-Kazahstan, in timpul vizitei presedintelui Kazahstanului- Nursultan Nazarbayev in Romania.

In partea culturala a programului, construit de autoritatile din Kazahstan, delegatia condusa de prof.dr. Anton Caragea a vizitat orasul Aktau si a avut intalniriri la Universitatea de Stat din Aktau si a vizitat faimosul site religios de la Shakpak Ata.


In timpul vizitei la Universitatea de Stat din Aktau, prof.dr. Anton Caragea si delegatia sa au avut discutii cu profesori romani ce lucreaza la programe educationale comune si s-a intalnit cu Rectorul Universitatii de Stat din Aktau- Dr. Abzhapparov Abdumutalip.

Professor dr. Anton Caragea a apreciat in discursul sau rolul partii romane in stabilirea programelor educationale ale Universitatii de Stat din Aktau si a exprimat mandria ca partea romana a construit , cu sprijinul autoritatilor din Kazahstan, un model perfect pentru o institutie educationala.


Rectorul Universitatii de Stat din Aktau, Dr.Abzhapparov Abdumutalip, a cerut sprijinul Romaniei ca mai multi profesori pentru finante, stiinte economice, inginerie si alte stiinte sa vina sa predea la Aktau, considerand ca profesorii romani sunt printre cei mai buni din lume.


Delegatia romanesca a vizitat muzee, obiective culturale si turistice din zona Aktau si Mangyshlak, cel mai important obiectiv fiind sanctuarul sacru de la Shakpak Ata, un loc de o deosebita semnificatie istorica si religioasa pentru poporul kazah.

OUTSTANDING DIPLOMATIC SUCCESS: THE CONFERENCE PLATFORM FOR PEACE AND SECURITY IN EUROPE AND ASIA


 



Romania had hosted, with an unprecedented success, the Conference in support of the PLATFORM FOR SECURITY AND COOPERATION IN EUROPE AND ASIA. The Bucharest Conference was the most important strategic and analytic conference in 2012, related to Europe-Asia relation.

The debate was held in the presence of the diplomatic corps accredited to Romania and of academic corps from Romania and Europe.


The main focus on the conference agenda was the analysis of the Kazakhstan Presidency global drive for peace, an initiative launched in September 2012 at the CICA Assembly ( Conference for Confidence Building Measures in Central Asia) in Astana.

In the opening speech of the conference, the President of Romanian Parliament Mr. Valeriu Zgonea had underlined the full support and backing of Romania towards Kazakhstan peace initiative and specially the Romanian side appreciation towards President Nursultan Nazarbayev, the architect of an ambitious plan destined to insure peace in XXI century.

The former Romanian President Mr. Emil Constantinescu had stated on behalf of a dozen of Romanian and European civic and academic organization that ″the great contribution of such initiatives as the PLATFORM FOR SECURITY AND COOPERATION IN EUROPE AND ASIA, build by President Nursultan Nazarbayev, to the architecture of security in Europe and the world, will undoubtedly be the wars that will never take place , because constructing such democratic and dialogue based organizations and fostering of cooperation with civil society and strengthening of preventive diplomacy.


Do we still need peace initiative`s concluded president Emil Constantinescu? Yes. What for? For a safer world. For whom ? For us all! ″


His Excellency Talgat Kaliyev, Kazakhstan Charge d`affairs took the floor presenting the main features of the PLATFORM FOR SECURITY AND COOPERATION IN EUROPE AND ASIA. The new organization will have as main pillars to insure stability and cooperation in Eurasia, to insure that collective action by way of consensus and diplomatic measures and to enforce the respect of international law principles.

 




His Excellency Kazakhstan Charge d`affairs -Talgat Kaliyev outlines the main features of the Platform for Security and Cooperation in Europe and Asia


Professor dr. Anton Caragea , Director of Institute of International Relations and Economic Cooperation of Romania, had based his key note speech on the admiration of Romanian and European academic and diplomatic community on the impressive achievements of Kazakhstan in international arena as such: relinquishing nuclear weapons arsenal, building a developed economy, creating a safe area in Central Asia and the successful chairmanship of prestigious organization as : Organization for Security and Cooperation in Europe ( OSCE) and Organization of Islamic Conference.


 



Profesor dr.Anton Caragea, Director of Institute of International Relations and Economic Cooperation of Romania states that Kazakhstan has the full confidence of Romania and Europe in his quest for peace in XXI century 

 


In the final note of his central address to the conference, Professor dr. Anton Caragea emphasize that: ″after offering to the world the example of a modern nation building, a nation that efficiently strives to contribute to the world debates on crucial issues as: nuclear safety, resolving global economic crisis, the new proposal tabled by President Nursultan Nazarbayev promises to offer the solution to avoid a new global conflict in XXI century.


The Romanian replay to Kazakhstan initiative can be only one: a strong Yes, keeping in mind the long tradition of Romanian efforts towards global disarmament and the creation of a global security system.


The voice of Romania must stand shoulder to shoulder to Kazakhstan, in creating a PLATFORM FOR SECURITY AND COOPERATION IN EUROPE AND ASIA as the only feasible solution towards insuring not only our national security but also to bring our contribution and voice to the great debate of XXI century″.


 


In his allocution, the President of Romania-Kazakhstan Business Council had presented the economic interest of building such a PLATFORM FOR SECURITY AND COOPERATION IN EUROPE AND ASIA stating that only peace and global security, promised by Nazarbayev plan for XXI century, can insure the global prosperity and offer the medium for solving the global economic crisis. 

 

 


The Director of European Diplomatic Academy, Professor Mircea Constantinescu had underlined on behalf of European diplomatic community that: ″President Nazarbayev proposal to create a PLATFORM FOR SECURITY AND COOPERATION IN EUROPE AND ASIA is extremely timely, and is also a present day chart of the global and regional situation and also a risk factors analysis, risk factors that are putting in danger the economic stability, peace and world security″.

 




 

The tremendous diplomatic and academic success of the Conference on PLATFORM FOR SECURITY AND COOPERATION IN EUROPE AND ASIA was in itself a proof, not only of the strong interest showed by Romania and Europe towards the initiative launched by Kazakhstan President Nursultan Nazarbayev for peace and cooperation in XXI century, but also showcase the exemplary capacity of Romania to outstanding mobilize and became a speaker for Europe in the support of the great plan for security in Eurasia.

Presedintele Valeriu Zgonea a subliniat intre altele : ″as dori sa remarc si sa apreciez initiativa Presedintiei Kazahe, a Presedintelui Nursultan Nazarbayev in special, de a organiza o ampla dezbatere privind construirea unei platforme de securitate euro-atlantica si euro-asiatica, bazata pe succesul extraordinar al Presedintiei Kazahstanului la OSCE…as dori sa multumesc Presedintiei Kazahstanului, partenerul strategic al Romaniei pentru rolul important acordat dezbaterii de la Bucuresti in strategia de coagulare a Platformei de Cooperare si Securitate in Europa si Asia″ .

Presedintele Romaniei ( 1996-2000) dl. Emil Constantinescu a declarat in numele a zeci de organizatii civice si academice europene ca: ″marea contributie a unor initiative de pace, precum PLATFORMA DE SECURITATE SI COOPERARE EUROPA-ASIA a presedintelui Nursultan Nazarbayev la arhitectura de securitate a Europei si a lumii va fi, fara indoiala, aceea a razboaielor care nu vor fi avut loc, datorita crearii unor mecanisme democratice si de dialog, intaririi colaborarii cu societatea civila, diplomatiei preventive.


Mai este nevoie de initiative de pace? a concluzionat retoric presedintele Emil Constantinescu. Da. Pentru ce? Pentru o lume mai sigura. Pentru cine? Pentru noi toti. ″

Profesor dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica, a exprimat in discursul sau admiratia comunitatii academice din Romania si Europa pentru realizariile impresionante ale Kazahstanului precum : renuntarea la armele nucleare, crearea unei economii dezvoltate, crearea unei zone de siguranta in Asia Centrala si presedintiile de succes la organisme precum Organizatia de Securiate si Cooperare in Europa si Organizatia Conferintei Islamice.

 


In finalul discursului sau, Profesor dr.Anton Caragea a concluzionat : ″dupa ce a oferit exemplul unei natiuni moderne, ce contribuie eficient la dezbaterea mondiala asupra unor probleme cruciale precum siguranta nucleara si rezolvarea crizei economice globale, noua propunere a Presedintelui Nursultan Nazarbayev promite sa ofere soluţia pentru evitarea unui conflict pustiitor în secolul XXI.


Raspunsul Romaniei, la initiativa Kazahstanului, nu poate fi decat unul pozitiv, tinand cont de lunga traditie a eforturilor romanesti in directia dezarmarii si instalarii unui sistem de securitate globala.


Vocea Romaniei trebuie sa fie alaturi de initiativa Kazahstanului, in constituirea platformei de securitate si cooperare in zona euro-asiatica si euro-atlantica ca unica solutie fiabila pentru a ne asigura nu doar securitatea nationala, dar si pentru a ne aduce contributia la marea dezbatere de idei a secolului XXI″.



 


In alocutiunea sa Presedintele Grupului de Afaceri Romania-Kazahstan, a prezentat utilitatea economica a PLATFORMEI DE SECURITATE SI COOPERARE EUROPA-ASIA aratand ca numai securitatea si pacea promisa de planul Nazarbayev pentru secolul XXI poate asigura prosperitatea generala si rezolvarea crizei economice globale.


Fara pace, prosperitatea este numai un vis, a concluzionat intelept Presedintele Gruia Stoica.



 


Directorul Academiei Diplomatice Europene, prof.dr.Mircea Constantinescu a subliniat din partea comunitatii diplomatice europene ca: ″propunerea Presedintelui Nazarbayev de creare a unei platforme de cooperare si securitate euro-asiatica apare ca extrem de oportuna, ea făcand totodata si o radiografie la zi a situatiei globale si regionale, si o analiza a factorilor de risc ce pun in pericol stabilitatea economica, securitatea si pacea in lume″.


 



Succesul diplomatic si academic al Conferintei de lansare a Platformei de Securitate si Cooperare Europa-Asia a demonstrat in primul rand interesul crescut al Europei si al Romaniei pentru initiativa de pace si cooperare in secolul XXI a presedintelui Kazahstanului, Nursultan Nazarbayev. Totodata a fost demonstrata capacitatea Romaniei de a se mobiliza exemplar si a deveni un purtator de cuvant al Europei in sprijinul unui mare plan de construire a unui areal de securitate in zona Eurasiei.

On 23 May 2012, Romania had hosted, in the splendid venue of Palace of Culture and Education, the Academic and Diplomatic Conference: ROMANIA-KAZAKHSTAN: 20 YEAR OF DIPLOMATIC RELATIONS. A STRATEGIC PARTNERSHIP.

The conference was dedicated to the 20th anniversary of Kazakhstan-Romania diplomatic relations. A significant celebration, keeping in mind that Kazakhstan is today the most important economic and strategic partner of Romania in Central Asia.

This being the only case when Romanian diplomacy supported openly the O.S.C.E. restructuring agenda put forward by Kazakhstan or the hosting by Romania of the International Conference celebrating 20 years of Kazakhstan achievements on the road of independence.

The Conference titled: KAZAKHSTAN: 20 YEARS OF INDEPENDENCE AND PROGRESS express Romania support for the economic and political development of Kazakhstan, that in a short span of time, only 20 years had become a supplier of security and stability in all Central Asia area.

Astfel au fost mentionate : organizarea la Bucuresti a Conferintei Internationale de sustinere a Presedintiei Kazahstanului la OSCE ( 24 februarie 2010), singura conferinta de acest gen din istoria diplomatiei romanesti ce a exprimat sprijinul romanesc pentru agenda de reformare a OSCE propusa de Kazahstan si organizarea in Romania, cu ocazia aniversarii a 20 de ani de independenta a Kazahstanului, a Conferintei Academice KAZAHSTAN: 20 de ANI DE INDEPENDENTA SI PROGRES, conferinta ce a marcat extraordinarele rezultate obtinute de Kazahstan in ultimii 20 de ani in planul dezvoltarii economice si politice devenind astazi un furnizor de securitate la nivel regional.

 

Ministrului Culturii, dl.Mircea Diaconu a prezentat salutul Guvernului pentru aniversarea a 20 de prietenie romano-kazaha.

 

A urmat apoi discursul Ministrului Culturii, dl.Mircea Diaconu, ce a prezentat salutul Guvernului pentru aceasta manifestare si ce a reiterat sprijinul acordat de catre Romania si guvernul sau gazduirii EXPO 2017 in capitala Kazahstanului-Astana, prin organizarea Expozitiei ASTANA-CAPITALA VIITORULUI la Bucuresti.

La fel mesajele Ministrului Economiei si cel al Parlamentului Romaniei prezentat de Vice-Presedintele Comisiei de Cultura a Parlamentului-deputatul Ahmed Aledin au subliniat constanta Romaniei in a sustine proiectele internationale ale Kazahstanului, precum si sustinerea fata de gazduirea EXPO 2017 in capitala Kazahstanului-Astana.

 

 

Vice-Presedintele Comisiei de Cultura a Parlamentului-deputatul Ahmed Aledin a prezentat salutul Parlamentului Romaniei.

 

Profesor dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica, a prezentat in alocutiunea sa faptul ca Romania urmareste cu simpatie si interes dezvoltarea impresionanta a Kazahstanului si si-a exprimat sustinerea in nenumarate randuri prin : organizarea la Bucuresti a Conferintei OSCE – Presedintia Kazahstanului ( 24 februarie 2010) , celebrarea in mod festiv a celor 20 de ani de independenta ai Kazahstanului prin Conferinta Internationala : Kazahstan 20 de ani de independenta si progres si in final sustinerea candidaturii orasului Astana ca organizator la EXPO 2017.

Inaltul Reprezentant al Ministerului Afacerilor Externe al Kazahstanului, Dl. Serzhan Oralbayevich ABDYKARIMOV a raspuns apoi, cu emotie, sentimentelor de prietenie exprimate de partea romana, subliniind ca partea kazaha priveste cu seriozitate si dedicatie dezvoltarea relatiei cu Romania, deoarece Kazahstanul are in Romania cel mai important partener politic in aceasta zona a lumii.

Totodata nu trebuie uitat ca Romania este principalul partener economic al Kazahstanului in regiune, este tara ce a primit cele mai mari investitii ale Kazahstanului din intreaga lume si este principalul partener politic si diplomatic in Europa, a mai subliniat Serzhan Oralbayevich ABDYKARIMOV-Ministru adjunct al Afacerilor Externe al Kazahstanului.

 

 

Ion Iliescu, Presedinte al Romaniei ( 1990-1996 ;2000-2004) rememoreaza decizia de acum 20 de ani de stabilire a relatiilor diplomatice Romania-Kazahstan.

 

Ultimul mesaj al conferintei a fost prezentat de Dl. Ion Iliescu, Presedinte al Romaniei ( 1990-1996 ;2000-2004) ce a subliniat in alocutiunea sa ca : organizarea in Romania a unei conferinte de amploare marcand cei 20 de ani de relatii diplomatice dintre Romania si Kazahstan este o marturie nu doar a dezvoltarii fara precedent a relatiilor diplomatice si economice dintre cele doua tari , dar si a capacitatii Romaniei de a mobiliza eficient elita intelectuala si de a gazdui evenimente de rasunet international menite sa marcheze apropierea dintre Uniunea Europeana si zona Asiei Centrale.

Apoi, in aplauzele entuziaste ale corpului diplomatic acreditat in Romania, profesor dr. Anton caragea a citit decizia de acordare a MEDALIEI DE ONOARE PENTRU ACTIVITATE DIPLOMATICA EXTRAORDINARA, Ministrului Afacerilor Externe al Kazahstanului Dr. YERZHAN KAZYKHANOV.

The highlights of the cultural program included a participation at an Omani Classic Music Concert, hosted at Emirates Palace by H.H. Sheikh Nahyan bin Mubarak Al Nahyan , a visit to Burj Khalifa –the world tallest building from Dubai , a safari experience of dune traveling , a visit at Zayed University where Prof.dr. Anton Caragea held a dialogue with the students, professors and academic core of the university and a visit at the splendid Sheikh Zayed Grand Mosque.

IMPRESSIVE DIPLOMATIC SUCCES ROMANIAN DELEGATION VISIT TO TRINIDAD AND TOBAGO  

 

 

Between 15 and 23 October 2011 a six member delegation from Institute of International Relations and Economic Cooperation (IRICE) headed by Professor Dr. Anton Caragea, director of IRICE had paid an official visit in the Republic of Trinidad and Tobago.

The Romanian delegation was invited to attend the World Travel Award Ceremony held in Port of Spain, where Trinidad and Tobago received the title of Best Destination for 2012. Romania had being instrumental in awarding this title and the right to organize this International Tourism Festival and Prime Minister Kamla Pershad Bissessar had publicly expressed appreciation for professor Anton Caragea vote, as Romanian representative, in favor of Trinidad and Tobago.

The Romanian delegation held talks on developing relations on tourism, industry and culture with Republic of Trinidad and Tobago with Minister of Foreign Affairs, Minister of Tourism – Rupert Griffith, Minister of Trade and Industry, Minister of Energy, President of Parliament of Tobago-Hon. Orville London and Minister of Science and Technology–Senator Fazal Karim etc.

 

The agreements reached varied from: the announcement of visa requirements being lifted for all type of passports and all type of travel for Romanian citizens for a stay of 90 days, agreements for jointly established post university courses on diplomacy and tourism and agreements on tourism cooperation and on mutual investment protection.

 

On the side line of the official meetings professor Anton Caragea meet General Manager Russell George of Hyatt Hotel Chains discussing ways for fostering tourism investment of Hyatt in Romania.

 

The Romanian delegation had also an impressive cultural program including touring the islands of Trinidad and Tobago , fort George , Mount George , Rain Forest Reserve, Maracas Beach etc. and participating in Divali Festival official opening etc.

 

The visit has concluded with an official meeting of Romanian delegation with Prime Minister Kamla Parshad Bissessar, the main political figure of the island.

 

Prime minister stressed the importance of the first high level talks between Romania and Republic of Trinidad and Tobago and important agreements reached by the parties and praised Romania visionary decision of supporting Trinidad and Tobago international candidature.

 

In his response Professor Dr. Anton Caragea highlighted the impressive development of Trinidad and Tobago in tourism industry, economic sustainable development and energy market regulation. Trinidad and Tobago is a safe country, democratically advanced and an interesting market for investments and Romania is glad to have a strong partner on the other side of the Atlantic .

 

The visit was an important diplomatic success in Romania desire to foster relations with the nations of South America region and was the first high level visit in the latest 10 years in a South American country.

In perioda 15-23 Octombrie 2011 o delegatie romaneasca, compusa din sase persoane ,condusa de profesor dr. Anton Caragea , directorul Institutului de Relatii Internationale si Cooperare Economica a efectuat o vizita oficiala in Republica Trinidad si Tobago.


 

Profesor dr. Anton Caragea vorbind liderilor turimului mondial adunati la Port of Spain.

 

Delegatia Romaniei a fost invitata sa participe la Ceremonia de Decernare a Premiilor Mondiale pentru Turism , ce a avut loc anul acesta la Port of Spain , ocazie cu care Trinidad si Tobago au primit oficial titlul de Destinatia turistica a anului 2012.

 

Rolul Romaniei a fost decisiv in a influenta instantele internationale sa acorde dreptul de organizare a festivalului pentru acest an Republicii Trinidad si Tobago. Primul Ministru Kamla Parshad Bissessar multumind public delegatiei romanesti si in special prof.Anton Caragea pentru votul sau, ca reprezentant al Romaniei, in favoarea Trinidad si Tobago.

Delegatia Romaniei a avut discutii privind dezvoltarea relatiilor turistice , industriale si culturale cu Republica Trinidad si Tobago cu Ministrul Afacerilor Externe , Ministrul Turismului – Rupert Griffith, Ministrul Comertului si Industriei , Ministrul Energiei , Presedintele Parlamentului –Hon. Acordurile realizate au variat intre: anuntul oficial al ridicarii obligativitatii vizelor pentru cetatenii romani, indiferent de tipul de pasaport utilizat pentru o perioada de 90 de zile , acorduri privind stabilirea de cursuri post universitare in domeniul diplomatiei, al turismului si acorduri de cooperare turistica si de protectie a investitiilor.

 

In afara intalnirilor oficiale prof.dr.Anton Caragea a purtat discutii cu Managerul General al Hyatt-Russell George, pentru a dezvolta investittile grupului hotelier in Romania.

 

Delegatia romaneasca a beneficiat totodata si de un impresionant program cultural precum turul insulelor Trinidad si Tobago , vizitarea fortului George , a Muntelui cu acelasi nume , a Padurii tropicale , a plajii Maracas etc. si a participat la deschiderea oficiala a festivalului Divali.

 

Vizita s-a incheiat cu primirea oficiala la Primul Ministru Kamla Parshad Bissessar , principala figura politica a insulei.

 

Primul ministru a accentuat importanta primei vizite oficiale a unei delegatii romanesti si a rezultatelor discutiilor bilaterale ce vor dezvolta relatia intre Romania si Republica Trinidad si Tobago si a multumit pentru decizia romanesca vizionara de a sprijinii candidatura internationala a Trinidad si Tobago .

 

In raspunsul sau Prof.dr.Anton Caragea a subliniat dezvoltarea impresionanta a industriei turismului , a constructiei unei economii de succes si a dezvoltarii pietei energetice din Trinidad si Tobago. Acum Trinidad si Tobago sunt o tara sigura , democratica si o zona interesanta pentru investitii si Romania este fericita sa aiba un partener puternic de cealalta parte a Atlanticului.

 

Vizita a fost un succes diplomatic important pentru dorinta Romaniei de a dezvolta relatii cu natiunile din America de Sud si a fost prima vizita de nivel inalt in ultimii 10 de ani in regiunea Americii de Sud.

In perioada 24-30 august 2011 o delegatie a Institutului de Relatii Internationale si Cooperare Economica, sub conducerea prof.dr. Anton Caragea, a fost invitata de catre Guvernul Republicii Tajikistan pentru o vizita de lucru .

Vizita a vizat dezvoltarea relatiei bilaterale Romania –Tajikistan si a fost prima invitatie adresata unei delegatii din Romania, in ultimii 20 de ani in Tajikistan, reprezentand, in opinia partilor, un moment istoric pentru dezvoltarea relatiei dintre cele doua tari .

In cadrul discutiilor sau atins subiecte precum : cooperarea in domeniul turismului si transportului, sprijinirea dezvoltarii sectorului hidro-energetic din Tajikistan cu instructori, specialisti si material romanesc , data fiind experienta romaneasca in domeniul hidro-energeticii .

Alte discutii au atins teme precum : deschiderea in Romania a unei filiale a Bancii Nationale a Tajikistanului, investitii tajike in cadrul turismului romanesc , importul de aluminiu de la TALCO –cea mai mare uzina de aluminiu din Tajikistan etc.

Delegatia romaneasca, condusa de prof.dr. Anton Caragea, a fost primita in audienta oficiala de catre Excelenta Sa Emomali Rahmon, Presedintele Republicii Tajikistan.

Presedintele Tajikistanului a mentionat ca tara sa se afla intr-un moment de crestere economica , dezvoltare sociala si constructie democratica, care face ca Tajikistanul sa fie interesat de cooperare economica si politica cu tari din alte zone, iar Romania este un partener privilegiat in aceasta directie.

 

 

 

 

Prof.dr. Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica a multumit pentru primirea excelenta rezervata delegatiei romanesti si a apreciat ca Tajikistanul a reusit sa depasesca criza economica, sa construiasca proiecte energetice impresionante precum Rogun si sa fie un furnizor de securitate si democratie si un exemplu in regiune .

In cadrul discutiilor purtate la Ministerul Afacerilor Externe al Tajikistanului, cu Ministrul Homrokhon Zarifi, partile au stabilit un calendar concret al schimburilor culturale si academice pentru anii 2011-2012 si au stabilit si organizarea unui Forum Economic Bilateral si a unei Camere de Comert Romania-Tajikistan .

La inchierea vizitei, intr-o conferinta de presa, prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica, a apreciat ca Tajikistanul ofera lumii un exemplu de economie in plina dezvoltare , cu proiecte hidroenergetice uriase, precum Rogun, de care va beneficia intreaga zona a Asiei Centrale , cu planuri de exploatare miniera a zacamintelor de aur si pietre pretioase si semipretioase, ceea ce face din Tajikistan o economie atractiva si in plina dezvoltare, elemente la care se adauga un climat politic democratic si stabil.

ROMANIAN DELEGATION OFFICIAL VISIT IN TAJIKISTAN

 

Between 24-30 August 2011, a delegation of Institute of International Relations and Economic Cooperation of Romania, headed by Professor Dr. Anton Caragea was invited for an official working visit by the Government of Republic of Tajikistan.

The visit had being concentrated on developing the bilateral Romania-Tajikistan relation and it was the first ever invitation addressed by Tajikistan authorities in the last 20 years for a Romanian delegation , a moment that was considered as historical in developing the relation between the two countries.

In the framework of dialogue where included subjects such as : tourism and transport cooperation, supporting hydro-energy sector development in Tajikistan with instructors, specialists and Romanian material , taking in consideration the extensive Romanian experience in the field .

Other discussion where held on topics like: opening in Romania of a branch of National Bank of Tajikistan , tajik investments in tourism sectors in Romania , import of aluminium from TALCO factory –the biggest aluminium factory in Tajikistan .

Romanian delegation headed by Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation of Romania was received in official audience by H.E. President Emomali Rahmon of Tajikistan.

The president of Tajikistan had mentioned that his country is in a moment of economic development, social development and democratic construction, that makes Tajikistan to be interested in economic and political cooperation with other countries and Romania is a privileged partner in Europe.

 

 

 

Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation of Romania had expressed his gratitude for the impressive welcoming organized for Romanian delegation and appreciated that Tajikistan had succeeded in overcome the economic crisis, to build impressive energy projects such Rogun hydropower plant and to be a supplier of security and stability in the region and an example in the region.

In the framework of discussion held at Ministry of Foreign affairs of Tajikistan, with Minister Homrokhon Zarifi, the parties had agreed of a calendar of concrete cultural and academic exchanges program for 2011-2012 and set up the details for a Bilateral Economic Forum and a Tajikistan-Romania Chamber of Commerce.

The delegation headed by Professor Dr. Anton Caragea also sustained detailed and fruitful discussion and finalized agreements with Minister of Energy and Industry Mr. Sherali Gul , Minister of Investments , Minister of Tourism and Sport Mr. M . Nematov and Minister of Economic Development and Trade, Mr. Farukh Hamraliev.

 

 

In the visit program, a consistent cultural interlude was provided to Romanian delegation, including visits to Hissar Fortress (UNESCO Heritage site- XI century), cities of Tursunzade, Kulyab, and Monuments dedicated to Great poet Mir Said Homodoni and Hulbur Fortress.

Concluding the visit, in a press conference, Professor Dr. Anton Caragea , Director of Institute of International Relations and Economic Cooperation of Romania had appreciated that Tajikistan is offering to the world an example of an economy in full development , with impressive hydro power projects like Rogun that will benefit the all Central Asia region and beyond, with plans to exploits ore and precious stones mining fields, that will make Tajikistan an attractive economy in full development , key elements that are underlined by a democratic and stabile political climate.

INTERNATIONAL CONFERENCE ON DANUBE AND DANUBE DELTA 

 On 23 June 2011, in the presence of Diplomatic Corp accredited to Romania and Romanian officials, it was unveiled the International Exhibition : DANUBE & DANUBE DELTA, under the High Patronage of the Institute of International Relations and Economic Cooperation.

It is the first edition of such an exhibition and as the organizers are stating it hopes to provide real support in erecting a platform to encourage and support fostering new initiatives and partnerships between local and regional authorities , private and state entities , environmental protection foundation in order to further develop the economic power of the Danube region .

The opening speech of the International Conference : DANUBE AND DANUBE DELTA : OPPORTUNITIES AND CHALLENGES was held by Professor Anton Caragea who offered his High Patronage to the event had presented the main objectives of the Conference: to mark 29 June 2011 as the official International Day of Danube , to emphasize the economic dimension of Danube as the second European rivers , crossing 10 countries , uniting 4 capitals and constructing a water way between North Sea and Black Sea and offering an avenue for more than 100 billions exchanges on goods and services .

Taking in consideration this economic dimension of Danube is absolutely vital for Romania that is receiving 28, 9% percent of the length of the Danube, to transform this in economic opportunity and constructing international partnership not only with riverbanks’ country but with Mediterranean area countries, stated in his opening speech professor dr. Anton Caragea .

Dr. Petru Lificiu, Vice-president of National Agency for Energy and President of Ecological Forum had presented in his speech the importance of economic development of Danube in the framework of environmental protection and also emphasize the importance of energy and transportation exploitation of Danube shores .

The main focus of the conference was offered by United Arab Emirates and State of Qatar ambassadors’ assessment of the Danube Delta and Danube potential after participating in the diplomatic trip along the Danube.

H.E Yacoub Yousef Al Hosani – United Arab Emirates Ambassador to Romania focused his speech in assessment of the economical and environmental opportunities of Danube and Danube Delta and the practical dimension of his trip for observing area of interest for investors from United Arab Emirates .

Also Ambassador Yacoub Yousef al Hosani expressed his appreciation towards the Institute of International Relations and Economic Cooperation of Romania and Director Anton Caragea for hosting this trip and for opening the magic gates of a UNESCO heritage site as valuable as Danube Delta and in such a short span of time to organize and an international conference on Danube and Danube Delta.

H.E Salem al Jaber- Ambassador of State of Qatar underlined his complete appreciation toward the observation and insightful analyses of Danube and Danube Delta offered by United Arab Emirates Ambassador stating also that now they are sharing a friendship cemented by waters of Danube , that according to legend make the perfect friendship . Instead his speech will be directed toward concrete proposal such as including Danube Delta among the national flag carrier destination, including Mr. Petru Lificiu`s book as the travel guide for the area and offering support for state investment in tourism area in Danube region.

In data de 23 iunie 2011 a avut loc , in prezenta corpului diplomatic acreditat la Bucuresti si a oficialitatilor romane, inaugurarea Conferintei Internationale Dunarea si Delta, desfasurata sub Inaltul Patronaj al Institutului de Relatii Internationale si Cooperare Economica .

Este prima editie a unei manifestari de acest gen si dupa cum declara organizatorii : isi propune sa devina suportul real in dezvoltarea unei platforme pentru incurajarea si inlesnirea parteneriatelor, atat intre autoritatile locale si regionale, cat si intre autoritati, mediu privat si organisme ne-guvernamentale, prin generarea de proiecte pentru cresterea nivelului economic al macro-regiunii Dunarea.

In deschiderea conferintei, profesor dr. Anton Caragea, ce a asigurat Inaltul Sau Patronaj pentru eveniment, a prezentat principalele elemente ale evenimentului marcand Ziua Internationala a Dunarii, decisa a fi sarbatorita in data de 29 iunie a fiecarui an.

Dunarea este al doilea fluviu ca marime al Europei, strabatand 10 tari dezvoltate economic si conectand 4 capitale , legand Marea Neagra de Marea Nordului si transportand anual bunuri si servicii de peste 100 de miliarde de euro .

A luat cuvantul apoi Dl. Petru Lificiu , Vicepresedintele Agentiei Nationale de Reglementare a Energiei si Presedinte al Forumului Ecologist care a subliniat importanta energetica a fluviului, necesitatea exploatarii potentialului economic si turistic , dar si necesitatea protectiei patrimoniului natural extraordinar al zonei, in principal arealul Deltei Dunarii .

Centrul de greutate al conferintei a fost bazat pe impresiile de calatorie, transformate profesional in sfaturi si expertiza de catre ambasadorii Qatarului si ai Emiratelor Arabe Unite.



Numarul mare al celor prezenti a facut sala neincapatoare.

Totodata Ambasadorul Yacoub Yousef Al Hosani al Emiratelor Arabe Unite si-a exprimat aprecierea fata de Institutul de Relatii Internationale si Cooperare Economica si profesorul Anton Caragea pentru organizarea unei calatorii in aceasta zona mirifica , inclusa de UNESCO pe lista monumentelor naturale universale si apoi pentru organizarea acestei conferinte internationale de enorma importanta pentru dezvoltarea Dunarii .

Excelenta Sa Salem Al Jaber-Ambasadorul Statului Qatar in Romania si-a exprimat deplinul acord cu analiza economica si sociala a ariei Dunarii realizata de ambasadorul Emiratelor Arabe Unite , declarand ca de acum au o prietenie cimentata de Dunare , cea mai rezistanta dupa legendele locului.

In schimb E.S. Salem Al Jaber a preferat sa faca aprecieri punctuale si concrete, precum propunerea de a include Delta Dunarii in programele turistice oferite de liniile aeriene qatareze, promisiunea de a include cartea domnului Petru Lificiu drept ghid oficial al regiunii la bordul avioanelor Qatarului si sprijinul sau pentru realizarea de investitii de stat in turismul din zona.

La finele conferintei ambasadorii si oficialii prezenti au vizitat Targul International al Dunarii si Deltei Dunarii, admirand minunatele exponate stranse acolo si primind un exemplar de onoare al lucrarii dl. Petru Lificiu : Patrimoniul natural al Romaniei, lucrare premiata cu Premiul de Carte al Romaniei pentru anul 2011.

In perioada 10-15 decembrie 2010 o delegatie romana a Institutului de Relatii Internationale si Cooperare Economica din Romania, condusa de prof. dr. Anton Caragea, a efectuat o vizita oficiala in Republica Turkmenistan, la invitatia Presedintelui Republicii Turkmenistan , Excelenta sa Presedintele Gurbanguly Berdimuhamedov.

Delegatia romana a participat la lucrarile Congresului International ce marca a 15-a aniversare a proclamarii neutralitatii Turkmenistanului. Cu aceasta ocazie prof.dr.Anton Caragea, directorul Institutului de Relatii Internationale si Cooperare Economica si Ambasadorul Romaniei Radu Horumba au fost primiti de Presedintele Turkmenistanului ce a reiterat dorinta sa de cooperare cu Romania . Cu aceasta ocazie a fost reluata invitatia adresata Presedintelui Turkmen de a vizita Romania in 2011. Pe marginea congresului prof.dr.Anton Caragea a avut discutii cu Ministrul Afacerilor Externe al Turciei, Ahmed Davutoglu , Sergei Lebedev , Presedintele Comitetului Executiv al Comunitatii Statelor Independente, Elmar Mamedyarov, Ministrul Afacerilor Externe al Azerbaidjanului , Vladimir Norov , Ministrul Afacerilor Externe al Uzbekistanului si cu alte personalitati din Republica Moldova, Belarus, OSCE , ECO si CIS.Cu aceasta ocazie Ministrul Afacerilor Externe al Uzbekistanului i-a adresat o invitatie oficiala prof. Anton Caragea pentru a vizita Uzbekistanul in 2011.

Delegatia romana a fost primita de Presedintia Parlamentului Turkmen si a avut discutii la Ministerul Afacerilor Externe si la Ministerul Economiei din Turkmenistan. Partile au convenit asupra largirii relatiei bilaterale , relatiile politice fiind catalogate drept excelente si s-a decis adancirea celor economice si echilibrarea balantei de plati intre cele doua tari prin cresterea importurilor de produse romanesti in Turkmenistan.

Delegatia romana a vizitat de asemenea institutii importante din Turkmenistan : Academia de Stiinte, Universitatea din Ashgabat , Santierul arheologic din Nysa , Muzeul Covoarelor, Muzeul National de Istorie , Sistemul Energetic Turkmen etc. Cu aceasta ocazie televiziunea turkmena a prezentat si un documentar despre activitatea internationala a profesorului Anton Caragea si despre semnificatia vizitei delegatiei sale in Turkmenistan.

The Romanian delegation attended the International Congress marking the 15-th anniversary of proclamation of Turkmenistan neutrality. On this occasion professor Dr. Anton Caragea, director of Institute of International Relations and Economic Cooperation of Romania and Romanian Ambassador Radu Horumba where received by Turkmenistan President that emphasized his desire for a closer relationship with Romania . During the talks was re-issued the invitation for Turkmen President to pay an official in Romania in 2011.

The Romanian delegation was received by Turkmen Parliament Presidency and hold talks at Ministry of Foreign Affairs and Ministry of Economy of Turkmenistan. The parties had agreed on intensifying the bilateral relation, the political relation being considered as excellent and was emphasized the need to foster economical cooperation dimension on bilateral relations. Also was decided to make efforts in balancing the economical trade deficit between Romania and Turkmenistan by increasing imports of Romanian goods by Turkmenistan.

The Romanian delegation also visited important cultural and economical institution from Turkmenistan as: Turkmen Academy, Ashgabat University, Archeological excavation site of Nyssa, Carpet National Museum, National Museum of History, and energy sector of Turkmenistan. On this occasion the Turkmen National Television filmed and broadcasted a documentary about the international activity of Professor Anton Caragea and the significance of his visit in Turkmenistan.

The visit of Romanian delegation in Turkmenistan was a resounding diplomatic success in fostering bilateral relations and in increasing the quality of Romania-Turkmenistan relationship bringing a plus of visibility and prestige to Romanian diplomatic activity in Central Asia region.

 Between 17 and 21 March 2011 the Institute of International Relations and Economic Cooperation of Romania had hosted the annual event called diplomatic spring trip, destined to offer to ambassadors accredited to Romania the opportunity to discover the beauties of our country but also to allow them to have a better knowledge of the business and investment opportunity presents in different part of our country.

This year at the request and invitation of the famous Romanian political leader Vasile Vlasin –director of Transylvania Regional Development Agency- the diplomatic trip was directed towards discovering Maramures- a region world famous for her beauty but also remote location.

Professor Anton Caragea, director of Institute of International relations and Economic Cooperation of Romania has announced that due to budget constraints this year the trip will be open for ambassadors that had already build a long standing relationship with the Institute and are interested in promoting economic ties between their countries and the visited region.

The program for the trip was extremely well tailored including an extensive exploration of local political and economic environment with official visits to Prefect of the Maramures County, to main Mayors Office in the region and with top business community leaders and a lot of meet the press opportunity on the long trip in Maramures. Cities as Baia Mare, Sighet of Marmatia and Borsa were honored to host the Discover Maramures Program for diplomats and offered warm greeting the ambassador’s convoy.

The economic part of the program was hailed as a success the ambassadors represented in the delegation expressing special interest for residual water plants manufactures in the region, furniture factory and investments in land and tourism facilities in Maramures . It was taken the decision to direct all this request and future investment opportunities by the Transylvania Regional Development Agency that will insure the right environment to establish contacts and to explore regional investment opportunities .

The diplomat’s agenda on the tour of beautiful Maramures was not only confined to political and economic meetings. Also visits to all UNESCO world heritage sites in Maramures where included in the program. As a special favor to the ambassadors the group was hosted at the UNESCO protected Monastery of Barsana, in the building that hosted Prince Charles of Great Britain during his trip in the region and they were welcomed in the famous museum of the monastery. The visit was also seasoned with unforgettable moments as a breakfast at 2.000 meters altitude and a bird eye view of Suior valley by a sky – gondola and a hike on a sky-jet where ambassadors could prove their driving abilities and also taking part in special folk dances.

The trip was a success in combining useful meetings and pleasant times in the final press conference the ambassadors present in the trip express their gratitude for the rare opportunity to discover a region so beautiful and rich in landscape and scenic spots. Professor Anton Caragea, director of Institute of International Relations and Economic Cooperation of Romania expressed his determination to bring as soon as possible new delegations in the area in order to further support the regional development and to develop in the area.

In perioada 17-21 martie 2011 Institutul de Relatii Internationale si Cooperare Economica a realizat obisnuita excursie de primavara , destinata sa ofere ambasadorilor acreditati in Romania o imagine a frumusetilor tarii , dar si sa ii ajute in a avea o cat mai buna imagine a oportunitatilor oferite de mediul de afaceri din diverse regiuni ale tarii noastre.

Anul acesta, la solicitarea cunoscutului om politic Vasile Vlasin – directorul Agentiei Regionale de Dezvoltare a Transilvaniei , excursia diplomatica s-a indreptat spre Descoperirea Maramuresului.

Profesorul Anton Caragea , directorul Institutului de Relatii Internationale si Cooperare Economica a declarat ca: datorita constrangerilor bugetare anul acesta nu a putut sa invite decat ambasadorii cu care Institutul are o colaborare permanenta si care au dat asigurari cu privire la interesul lor pentru zona ce urmeaza a fi explorata.

Programul vizitei ambasadorilor a fost extrem de dens, cuprinzand intalniri cu oficialitatile locale : prefect, primarii principalelor localitati din regiunea Maramuresului , oameni de afaceri din Baia Mare, Borsa si Sighetul Marmatiei si conferinte de presa pe traseu.

Contactele economice au fost in mod special un succes, inaltii oaspeti fiind interesati de uzinele de constructie a platformelor de epurare a apelor uzate, fabicile de mobila si investitiile in terenuri si hoteluri din zonele vizitate. S-a luat decizia organizarii acestor activitati economice prin Agentia de Dezvoltarea Regionala a Transilvaniei care sa asigure un cadru organizat pentru stabilirea contactelor si a explorarii oportunitatilor de afaceri zonale.

Nu doar intalnirile politice si economice au ocupat agenda vizitei diplomatilor in frumosul Maramures, vizite la toate monumentele UNESCO din regiune au fost cuprinse in program. Inclusiv , ca o deosebita favoare, ambasadorii au putut innopta in frumoasa manastire Barsana in apartamentele in care a dormit Printul Mostenitor al Marii Britanii-Charles si admira muzeul celebru al manastirii . Vizita a avut numeroase momente de destindere intre care enumeram un mic dejun la 2.000 de metri altitudine, dupa o vizionare cu telescaunul a zonei Suior , o plimbare pe sky-jet unde ambasadorii si-au demonstrat abilitatile de conducatori infruntand zapada si participarea la dansuri populare.

Vizita a reusit sa imbine utilul cu placutul, in conferinta de presa finala, ambasadorii multumind pentru ca au avut oportunitatea rara de a descoperi o regiune de o deosebita frumusete si bogatie, unde ospitalitatea si bogatia se afla la ele acasa. Totodata profesorul Anton Caragea a promis ca Institutul de Relatii Internationale si Cooperare Economica va organiza o noua deplasare in Maramures cat de curand pentru a sprijinii in continuare dezvoltarea regiunii si atragerea de turisti.

VIZITA DELEGATIEI ROMANE IN COREEA

 

 In perioada 23 septembrie- 4 octombrie 2010 , in cadrul programului Liderii Noii Generatii Viziteaza Coreea , Profesorul Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica a fost invitat pentru o vizita oficiala de informare in Republica Coreea .

Invitatia a fost facuta de catre Dr. Soogil Young , Presedintele Comisiei Prezidentiale , Presedintele Institutului de Strategie Nationala , Presedinte al Comitetului National Coreean pentru Cooperare in Regiunea Pacific. Vizita a inclus un program complex de intalniri politice , economice si culturale destinate sa ii ofere Profesorului Anton Caragea o imagine completa asupra situatiei din Coreea si o sansa de a intalnii personalitati politice si economice coreene de prim rang interesate de cooperarea cu Romania .

Vizita a inclus dialoguri, intalniri si tete a tete cu presedintii Institutului pentru Energie din Coreea , Orasului Digital Seul, Comitetului Prezidential pentru Summitul G20 de la Seul, Agentia Coreeana pentru Promovare si Publicitate , Consiliul Prezidential pentru Brandul de Tara , Comitetul Parlamentar pentru Relatii Internationale al Parlamentului Coreean , Institututul de Cercetari in Telecomunicatii , Institutului pentru Studiul Viitorului ( Daedeok Innopolis ) , Institutul Coreean pentru Stiinta si Tehnologie , Hyunday Companie de Industrie Grea etc.

In lumina recentului success al Conferintei de la Bucuresti a Organizatiei pentru Securitate si Cooperare Economica, Profesorul Anton Caragea a sustinut un discurs reliefand invatamintele extrase din organizarea acestei extraordinare conferinte internationale in fata Comitetului Prezidential pentru Organizarea Sumitului G20 la Seoul . Discursul s-a concentrat pe lectiile ce au reiesit din acest success diplomatic si ce se poate invata pentru pregatirea Sumitului G20 de la Seoul.

 Un alt discurs a fost sustinut de Profesorul Anton Caragea in fata Comitetului Prezidential pentru Brandul de Tara, ilustrand strategia creata de Profesorul Anton Caragea , ca director al Institutului de Relatii Internationale si Cooperare Economica pentru crearea Brandului de Tara al Romaniei. Programul a mai inclus si calatorii cu destinatii culturale si istorice valoroase din Coreea precum Seul, Ulsan, Bulguska , Grota Seokguram, Chumsung Dae si o larga varietate de spectacole de arta si cultura destinate sa ii ofere profesorului Anton Caragea o imagine a comorilor culturale si istorice ale Coreei .

VISIT OF ROMANIAN DELEGATION TO KOREA 

 

Between 23 of September and 5 of October 2010 in the framework of Next Generation Leaders Visit Korea Program, Professor Anton Caragea, director of Institute of International Relations and Economic Cooperation of Romania was invited for an official information visit in the Republic of Korea.

The invitation was made by Dr. Soogil Young, Chairman of the Presidential Commission, President of National Strategy Institute, and Chairman of Korean National Committee for Pacific Economic Cooperation.

The visit included a complex program of political, economic and cultural visits destined to offer to Professor Anton Caragea a complete image of today situation in Korea and also a chance to meeting key politic and economic leaders interested in cooperation with Romania.

The visit included dialogue and briefings at Korea Energy Economics Institute , Seoul Digital Media City , Presidential Committee on Seoul G20 Summit , Korea Creative Energy Content, Presidential Council on National Branding , Korean Parliament Foreign Policy Committee ,Electronic Telecommunication Research Institute, Daedeok Innopolis , Korean Institute of Science and Technology , Hyundai Heavy Industries .

In light of his successful contribution to Organization for Security and Cooperation in Europe (OSCE- Bucharest Conference 2010) Professor Anton Caragea has presented the romanian strategy for creating an international event of great succes.

The program included also extensive traveling to Korea from Seoul to Ulsan, Bulguska , Seokguram Grotto , Chumsung Dae and a variety of art, entertainment spectacles destined to offer to Professor Anton Caragea an image of historic and cultural treasures of Korea.

EXPOZITIA DE ARTA ORIENTALA : ORIENTUL VINE IN ROMANIA

 

Intre 16 si 21 iunie 2010 capitala Romaniei va gazdui  expozitia de arta orientala  ORIENTUL VINE IN ROMANIA . Expozitia de arta orientala este, potrivit organizatorilor,  dedicata reconstituirii unor fragmente de viata orientala . Principalul scop al Expozitiei ORIENTUL VINE IN ROMANIA este de a recrea in capitala Romaniei mediul tipic oriental, in care vizitatorul poate intelege cum este construita o casa orientala , care sunt ornamentele, mobilierul si toate micile placeri ale vietii fara de care Orientul nu poate fi inteles. Totodata expozitia va revela prezenta specific orientala a sacrului si a traditiei in perimetrul cotidian al vietii si al muncii.

 

Acest eveniment diplomatic si cultural de deosebita tinuta va beneficia de experienta deosebita a firmei EXOTIQUE si de energia si talentul doamnei Pusa Hack care in ultimii 20 de ani a fost organizatoarea unor expozitii de arta si evenimente culturale de un deosebit succes in intreaga lume. Doamna Pusa Hack a declarat presei ca evenimentul va beneficia de stralucirea obisnuita evenimentelor Exotique , de cadouri si surprize si de o multitudine de elemente de scenariu menite sa garanteze ca vizitatorii vor simti cu adevarat magia orientului.

In final directorul Institutului de Relatii Internationale si Cooperare Economica, Profesorul Anton Caragea a declarat ca aducerea in Romania a Expozitiei de Arta Orientala este unul din cele mai importante evenimente culturale ale vietii diplomatice si acordul organizatorilor de a-si trimite preţioasele colectii ale expozitiei ORIENTUL VINE IN ROMANIA sunt o dovada ca Romania este o tara importanta si deschisa catre experientele si civilizatiile orientale.

ROMANIA INTALNESTE EMIRATELE ARABE UNITE IN CADRUL EXPOZITIEI DE ARTA ORIENTALA 

Miercuri 16 iunie a avut loc, in Showroom-ul Exotique din Splaiul Unirii, lansarea oficiala a Expozitiei de Arta ORIENTUL VINE IN ROMANIA si se poate spune fara teama de a gresi ca Romania s-a indragostit de Orient.

Argumentele sunt nenumarate: peste 250 de participanti la deschidere , reprezentanti a 22 de misiuni diplomatice acreditate la Bucuresti printre care la loc de onoare enumeram pe ambasadorii Qatarului, Japoniei, Palestinei, Tunisiei, Macedoniei si prezenta deosebita a Majestatii Sale Regina Ana a Romaniei.

Cuvantul de deschidere a expozitiei a fost rostit de fostul presedinte al Romaniei domnul Emil Constantinescu care a apreciat eforturile proprietarei brandului Exotique , doamna Pusa Hack, de a aduce aceasta expozitie in Romania si de-i da o adevarata nota orientala. „Am fost in toate tarile Orientului in calitate de Presedinte si aici in aceasta expozitie va pot garanta ca regasesc tot farmecul, bogatia si stralucirea Orientului” a declarat fostul presedinte.

D-na Pusa Hack , proprietara brandului Exotique , a povestit ca pentru ea Orientul nu e o descoperire recenta ci o experienta de viata si o placere continua. „Tot ceea ce este in galeria si magazinele Exotique si implicit in aceasta expozitie este rezultatul unor cautari in cele mai ascunse locuri, in cele mai tainice orase si ateliere intr-o goana continua dupa frumos. Vreau ca Romania sa iubeasca Orientul asa cum il iubesc eu si sa-l priveasca prin ochii mei” a incheiat ea.

De aceea vrem sa impartim totul cu prietenii nostri romani, vrem sa ne cunoastem mai bine si aceasta expozitie exact asta face, construieste poduri de prietenie intre Emirate si Romania”.

Vernisajul expozitiei a durat doua ore , timp in care vizitatorii avand drept ghizi pe Excelenta Sa Ambasadorul Yacub Yousef Al Hosani si pe doamna Pusa Hack au calatorit din Emirate pana in India, China si Indonezia intr-o lume a misterelor si a farmecului. In final vizitatorii sau delectat cu experientele culinare ale Orientului puse la dispozitie cu generozitate de ambasada Emiratelor Arabe Unite .

Expozitia s-a incheiat cu un moment festiv in care firma Exotique a primit o noua recunoasterea a eforturilor sale culturale primind titlul de partener oficial al activitatilor diplomatice desfasurate de Institutul de Relatii Internationale si Cooperare Economica iar Excelenta Sa dl. Yacub Yousef Al Hosani, ambasadorul Emiratelor Arabe Unite a fost decorat in mod public de catre prof. Anton Caragea directorul Institutului de Relatii Internationale si Cooperare Economica cu Medalia de Onoare ROMANIA pentru eforturile sustinute in apropiere culturala , economica si politica intre Emirate si Romania.

Expozitia de Arta ORIENTUL VINE IN ROMANIA va ramane deschisa publicului interesat de cultura si valorile orientale pana pe 21 iunie 2010 fiind considerata de participanti ca cel mai important eveniment cultural si diplomatic al anului 2010.

Between 19 to 24 November 2009 a Romanian delegation headed by Professor Anton Caragea, director of Institute of International Relations and Economic Cooperation( IRICE)  was invited to participate at the 38 Celebration of National Day of United Arab Emirates.

This was the first ever Romanian participation to the National celebration of United Arab Emirates. The invitation was issued by the National Media Council of United Arab Emirates and was destined to support an increase in bilateral relations and mutual knowledge.  The program for the visit was very dense and full with high level meeting destined to offer to participants a deep knowledge of the United Arab Emirates prominent place in today`s world.

The delegation has meet with His Highness Mohammed bin Rashid Al Maktoum, Vice-President of UAE, Prime-minister of UAE and Ruler of Dubai, H.E. Sheikh Nahyan bin Mubarak Al Nahyan – Minister for Higher Education and Scientific Research, H.E. Dr. Anwar Gargash, Minister of State for Foreign Affairs, H.E. Sheikh Lubna Al Qasimi, Minister for Foreign Trade, Sultan Al Jaber CEO- Masdar etc.  Also the delegation received a complimentary tour of the most successful projects of United Arab Emirates as Yas Island- the place for a real estate revolution and Saadiyat Island, a project of the most complex cultural and green city in the region.   Without a doubt  the most important moment of the visit was the reception hosted by His Highness Mohammed bin Rashid Al Maktoum, Vice-President of UAE, Prime-minister of UAE and Ruler of Dubai   that expressed his willingness to make all the necessary efforts to assure the brightest future to united Arab Emirates, to increase economic capacity of the country and to foster relations with all the of European union and with a special emphasis on Romania as a hub for United Arab Emirates products and technologies invested in Europe.         

The participation of a Romanian delegation as this important anniversary of 38 years of independence of United Arab Emirates was in itself a symbol of the willingness from both side to create what Professor Anton Caragea, IRICE director declared a strategic partnership between Romania and United Arab Emirates. 

PARTICIPAREA DELEGATIEI ROMANE LA SARBATOAREA ZILEI NATIONALE A EMIRATELOR ARABE UNITE

 

 Intre 19 – 24 Noiembrie 2009 a delegatie din Romania, condusa de professor dr. Anton Caragea, a fost invitata sa participe la cea de a 38-a aniversare a Zilei Nationale a Emiratelor Arabe Unite .

 Aceasta a fost prima participare a unei delegatii romanesti la sarbatoarea Zilei Nationale a Emiratelor Arabe Unite . Vizita, organizata de Consiliul National Pentru Media din Emiratele Arabe Unite,  a fost destinata sa sprijine cunoasterea si colaborarea  bilaterala .  Programul vizitei a fost unul extrem de dens si a urmarit  prin intalnirile la nivel inalt organizate sa ofere delegatiei romanesti o cunoastere amanuntita a rolului proeminent ocupat de Emiratele Arabe Unite in lumea de azi.

 Delegatia a avut intalniri cu Inaltimea Sa  Mohammed bin Rashid Al Maktoum , Vice-Presedinte al E.A.U., Prim ministru al E.A.U.  si conducator al Dubaiului, Excelenta sa Sheikh Nahyan bin Mubarak Al Nahyan , Ministru pentru Educatie Superioara si Cercetare Stiintifica , Excelenta Sa Dr. Anwar Gargash , Ministru de Stat pentru Afacerile Externe , Excelenta Sa  Sheikh Lubna Al Qasimi , Ministru pentru Comertul Exterior , Sultan Al Jaber –Presedinte Compania Masdar . Totodata delegatia a mai primit si un tur special al celor mai cunoscute proiecte ale Emiratelor Arabe Unite precum:  Insula Yas, locul celor mai importante proiecte imobiliare si de turism din Abu Dhabi si insula Saadiyat ( Insula Fericirii) gazda unui proiect complex cultural si ecologic, care va revolutiona regiunea aducand-o in secolul XXI .      

Fara indoiala cel mai important moment al vizitei  a fost intalnirea cu Inaltimea Sa   Mohammed bin Rashid Al Maktoum , Vice-Presedinte al E.A.U., Prim ministru al E.A.U.  si conducator al Dubaiului care a declarat dorinta sa de a face toate eforturile necesare pentru a dezvolta capacitatea economica a tarii si pentru a dezvolta relatiile cu Uniunea Europeana si in special cu Romania, care poate deveni un punct de intrare pentru investitiile si tehnologia din Emiratele Arabe Unite .

Participarea delegatiei romane la cea de a 38-a celebrare a independentei Emiratelor Arabe Unite este in ea insasi un simbol al dorintei mutuale de a realiza ceea ce Profesorul Anton Caragea, directorul IRICE , numea un parteneriat strategic intre Romania si Emiratele Arabe Unite

 On 15 of January 2010 the Institute of International Relations and Economic Cooperation from Romania becomes the newest member of United Nations Global compact Initiatives .

The Global Compact action of United Nations is focused on advancing principles as: human rights, labor standards, environment and anti-corruption.

In the welcoming note for professor Anton Caragea , director of Institute of international Relations and Economic Cooperation, Mr. Georg Kell the Executive Director of United Nations Global Compact Office wrote:  “we applaud your leadership in making this decision and welcome your organization`s engagement in the Global compact- the world`s largest corporate initiatives ..from the beginning, the Global Compact has considered that your participation helps to foster this collaborative spirit which is so critical for tackling today`s challenges.. again, we thank you for joining the Global Compact.

The acceptance of Institute of International Relations and Economic Cooperation in the United Nations framework is a proof of the advancement of foreign policy research and activities in Romania and there global impact, furthermore the Institute of International Relations and Economic Cooperation is the only Romanian institution ever accepted in the Global Compact of United Nations.

Pe 15 ianuarie 2010 Institutul de Relatii Internationale si Cooperare Economica din Romania a devenit cel mai nou membru al Retelei Natiunilor Unite- Global Compact. Reteaua Global Compact a Natiunilor Unite este centrata pe raspandirea principiilor ONU precum: drepturile omului, dreptul la munca si la calitatea muncii , dreptul la mediu si lupta contra coruptiei.

In scrisoarea de intampinare adresata profesorului Anton Caragea dl. Georg Kell , Directorul Executiv al Oficiului Natiunilor Unite Global Compact nota: „aplaudam conducerea dumneavoastra in luarea acestei decizii si va uram bun venit in Global Compact cea mai importanta initiativa mondiala .. de la inceput Global Compact a considerat participarea dumneavoastra ca intarind spiritul de colaborare care este critic in a face fata actualelor provocari , din nou va multumim pentru alaturarea dvs. la Global Compact.

Suntem nerabdatori sa auzim despre ideile si experienta dvs. si va incurajam sa ni le impartasiti . Stam alaturi de dvs. gata sa va ajutam in acest efort”

Acceptarea Institutului de Relatii Internationale si Cooperare Economica in reteaua Natiunilor Unite este o dovada a avansului atins de cercetarea diplomatica si de politica externa din Romania si impactul ei global , mai mult trebuie sa mentionam ca Institutul de Relatii Internationale si Cooperare Economica este singura institutie romaneasca acceptata in reteaua Global Compact a Natiunilor Unite        

 

 

COMUNICAT DE PRESA

VIZITA DELEGATIEI ROMANIEI IN SIRIA

 

In perioada 22- 28 mai 2009 o delegatie de jurnalisti si oameni politici romani condusa de Profesor Dr. Anton Caragea  a efectuat o vizita de prietenie in Republica Araba Siriana. 

Delegatia romana a avut intalniri  cu Dr. Mohsen Bilal, Ministrul Informatiilor al R.A. Siria, Dr. Mohammed Al Hussein, Ministrul Finantelor ,dl. Rateb Al Salah, presedintele Bursei din Damasc, Dr. Faissal Muqdad, Vice-ministrul Afacerilor Externe, Dl. Suleiman Qadah, vice-presedintele Frontului National Progresist si cu  Dl. Saadala Agaa, Ministrul Turismului al R.A. Siria.                                        

 In aceste intalniri s-au abordat o mare varietate de subiecte de la relatille economice romano-siriene, la vizita Ministrului Roman al Afacerilor Externe in Siria pana la procesul de pace din Orientul Mijlociu si necesitatea restabilirii suveranitatii nationale siriene asupra inaltimilor Golan .

Printre cele mai importante teme de discutie putem enumera: imbunatatirea legaturilor aeriene intre Siria si Romania, deschiderea unui birou de turism sirian la Bucuresti, masuri pentru cresterea numarului de turisti romani in Siria, acordarea viziei in mod gratuit pentru turistii romani , colaborarea bursiera intre Romania si Siria, colaborarea in domeniul media etc.  Totodata delegatia romana a vizitat orasul eliberat Quneitra din Golan, teritoriul recunoscut international ca apartinand Siriei si principalele obiective turistice din Siria: Bosra, Alep, Latakia, Homs, Hama, Ugarit etc.

 Vizita delegatiei romane a marcat noua apropiere intre Romania si Siria dupa vizita presedintelui Romaniei  in Siria si a fost apreciata ca un succes atat de partea romana cat si de cea siriana si un semn pentru  noile relatii intre cele doua tari.

ROMANIAN DELEGATION VISIT IN R.A. SYRIA

 

Between 22 and 28 of May 2009 a Romanian political and media delegation chaired by Professor Anton Caragea has being invited for a visit in Arab Republic of Syria. The program of Romanian delegation has included meetings with Dr.Mohsen Bilal, Minister of Information of Syria, Dr. Mohammed Al Hussein, Minister of Finance, Mr. Rateb Al Salah, Chairmen of Damascus Stock Exchange, Dr. Faissal Mqdad, vice-minister of Foreign Affairs, Mr. Suleiman Qadah, vice-president of National Progressive Front and Mr. Saadala Agaa, Minister of Tourism of Syria.

The main issues of the discussion varied from Romanian-Syrian economic relation, Romanian minister of Foreign affairs visit to Damascus to peace process in the Middle East and Syrian national sovereignty on Golan Heights.

Among the most important topics and results are : opening a Syrian tourism Office in Romania, measures for increasing the Romanian tourist visits in Syria , stock exchange agreements between Romania and  Syria, increasing flight connection between Romania and Syria, media cooperation , exchange of media programs . The Romanian delegation program included visits to Hero City Quneitra in Golan, international recognized Syrian territory and to many touristic objectives: Bosra, Aleppo, Latakia, Homs, Hama, Ugarit etc.

      The visit of Romanian delegation to Syria had marked a new step in getting closer Romania and Syria after the Romanian President visit in Syria and has being appreciated by Romanian and Syrian side as a sign of new relations between the two countries.

AGENDA DE POLITICA EXTERNA A ROMANIEI

 

 

Agenda de politică externă a României

 

 

Iniţiativa noastră nu vrea să propună o agendă (nouă) de politică externă a Bucureştiului, prin urmare nu vizează domeniile deja consacrate ale discursului diplomatic al României ale cărei linii axiale decurg, firesc, din poziţia României ca membru UE şi NATO, al parteneriatul Special pe care România îl are cu SUA sau angajamente internaţionale la diferite nivele şi instituţii mondiale (ONU, OSCE etc.) etc.

 

Propunerile noastre vizează domenii ţintă de politică externă care ar trebuie fie incluse pe agenda Bucureştiului oficial de aici înainte, fie revizuite ca abordare (instituţii, strategii, oameni).

 

1. Realizarea unei noi strategii de politică externă cu referire la spaţiul Orientului Mijlociu şi al Extremului Orient

În ceea ce priveşte Orientul Mijlociu, prioritatea o reprezintă reconstruirea relaţiilor cu Egiptul, Siria, Algeria şi Marocul, realizarea unei noi relaţii economice şi politice cu Emiratele Arabe Unite, Qatarul şi stabilirea unei relaţii diplomatice directe prin deschiderea de ambasade în Oman şi Bahrein care să ne permită să operăm direct în zona Golfului Persic.

 

2. Reconstrucţia reţelelor diplomatice ale României

Reconstrucţia reţelelor diplomatice româneşti în zone sensibile şi unde suntem deocamdată lipsiţi de prezenţă diplomatică, altfel absolut necesară în calitatea noastră de membrii ai NATO, precum Yemen, Eritreea. Se impune, de asemenea, refacerea şi întărirea prezenţei noastre diplomatice în spaţii precum Pakistan şi Afganistan.

 

3. Strategie pentru zona Asia-Pacific

Creionarea unei strategii pentru zona Asia-Pacific , considerată unanim de către specialiştii în relaţii internaţionale drept principalul vector de dezvoltare în secolul XXI. O strategie de promovare a imaginii României în această zonă, creşterea personalului diplomatic şi realizarea de înţelegeri bilaterale culturale şi economice, în special cu Coreea de Sud, Singapore, Japonia şi ceilalţi „tigrii asiatici” pentru a promova relaţiile României cu această zonă de dezvoltare economică.

 

4. Amplificarea dimensiunii economice a diplomaţiei româneşti

Dezvoltarea laturii economice a diplomaţiei româneşti, strângerea relaţiilor cu Ministerul Economiei, activizarea rolului ataşaţilor comerciali, implicarea misiunilor diplomatice în atragerea de fonduri şi investiţii în România, în promovarea creşterii schimburilor economice între România şi ţara în care sunt acreditaţi, prezentarea oportunităţilor de afaceri din România.

 

5. Crearea unui Institut de Promovare a Imaginii României 

Totodată o nouă dimensiune trebuie oferită diplomaţiei culturale ca instrument de îmbunătăţire a imaginii României. În acest sens, se impune constituirea unui Institut de Promovare a Imaginii României adresat informării specialiştilor, reprezentanţilor ONG-urilor , diplomaţilor şi jurnaliştilor ce activează cu rezultate deosebite în cadrul politicii internaţionale care să ofere burse de studii, de cercetare  pentru a înlesnii crearea unei imagini corecte a României în mediile internaţionale.

 

6. Sprijin pentru participarea în instituţii europene şi activităţi de lobby la Bruxelles

Realizarea unei politici coerente de sprijinire a participării cetăţenilor români în cadrul instituţiilor europene, forumurilor de decizie şi în special integrarea românilor, în conformitate cu dreptul nostru ca stat membru al Uniunii Europene în instituţile formatoare ale politicii externe şi de securitate a uniunii Europene şi în viitorul serviciu diplomatic european.

Se impune şi dezvoltarea unui centru pentru activităţi de lobby şi promovare a României în cadrul instituţiilor europene care să construiască o strategie de participare a României la deciziile Uniunii Europene, care să sprijine activitatea europarlamentarilor români (informare, expertiză, consultări) şi să ofere poziţii în conformitate cu interesele României la marile probleme ale Ununii Europene.

 

7. Reconfigurări instituţionale la MAE

Un proiect de politică externă devine funcţional numai în măsura în care există o relaţie eficace între viziune – instituţii – oameni. În acest sens, după o definire coerentă şi concretă a viziunii politicii externe româneşti, se impun o serie de reconfigurări instituţionale la nivelul MAE care să se plieze pe viziunea sumată la nivel politic. La pasul al treilea, vor fi selecţionaţi şi oameni necesari.

          Un exemplul de blocaj este cel în care se găseşte astăzi Oficiul pentru R. Moldova, aflat în subordinea primului ministru, instituţie absolut fundamentală pentru abordarea completă şi coerentă a întregii problematici a R. Moldova (cetăţenie, permise de muncă, burse, vize, aspecte culturale etc.), care implică o serie de ministere (Justiţie, Interne, Educaţie, Muncă etc.) dintre care MAE este doar un element.

Tot în această idee, este necesară şi realizarea unui Cod de management al situaţiilor de criză pentru diplomaţi care să statueze normele de comportare ale personalului diplomatic în situaţii de urgenţă.

 

8. Problematica românilor din jurul României

Este nevoie de o dezbatere publică reală şi eficientă pe tema populaţiei româneşti din afara României (număr, profil, repartiţie geografică, nevoi, relaţii cu ţara-mamă etc.) şi angrenarea instituţiilor de diplomaţie publică şi oficială în acest proiect. În acest sens, concretizarea unui asemenea demers trebuie să fie o clarificare legislativă şi instituţională a relaţiilor pe care statul român le are cu conaţionalii săi. De asemenea, trebuie clarificată distincţia între românii din R. Moldova, românii din jurul româniei (inclusiv Balcani) şi diaspora propriu-zisă. În funcţie de această distincţie trebuie (re)gândite strategiile şi configuraţia instituţională a Bucureştiului.

 

9. Parteneriate regionale speciale (parteneriatul estic)

Situaţia globală şi lipsa de certitudini regionale obligă statele din regiune la parteneriate de tip bi- sau multilaterale mai cu seamă în ceea ce priveşte Vecinătatea Estică a Europei. România trebuie să accelereze relaţia cu Polonia, şi nu numai, în regiune, pentru că state precum Ucraina, Belarus sau R. Moldova nu pot fi menţinute în siajul euro-atlantic fără un parteneriat eficace în primul râd al celor două state. În acest parteneriat, relaţia României cu R. Moldova va fi subliniată ca specială.

 

10. Balcanii de Vest

În contextul noilor evoluţii geopolitice globale, regiunea Balcanilor riscă să devină uitată, deşi situaţia în regiune este departe de a fi stabilizată. Datorită poziţiei sale geo-strategice, şi nu numai, România trebuie să-şi asume o angajare politică mai clară a României în construirea şi aplicarea de politici în Balcanii de Vest, un spaţiu care devine din ce în ce mai puţin vizibil pe agenda dezbaterilor internaţionale şi care rămâne, treptat, în gestiunea UE. Situaţia nu este, în nici un caz, soluţionată complet în regiune.

 

11. Diplomaţie publică religioasă

România este cel mai important stat creştin-ortodox din UE. Din această perspectivă, dimensiunea religioasă (eclesială) a diplomaţiei româneşti trebuie gândită pe două axe: 1. relaţia cu Vestul (Vatican şi Bruxelles) şi 2. relaţia cu Estul, respectiv bisericile ortodoxe de la marea Neagră (Rusia, Bulgaria, Georgia, Armenia etc.).

          De asemenea, România trebuie să întărească această linie de diplomaţie publică şi pe direcţia Balcanilor de Vest Serbia, Macedonia, Muntenegru, Bosnia).

 

12. Dosarul Marea Neagră şi o politică energetică consecventă

Cele două dosare sunt legate inextricabil, chiar dacă nu se suprapun fără rest. Totuşi, unul fără celălalt nu se pot concepe. În acest sens, România trebuie, pe de o parte, să susţină o poziţie coerentă şi consecventă în ceea ce priveşte necesitatea unei politici energetice comune a UE, pe de altă parte, trebuie să îşi asume (şi) un rol de mediator la Marea Neagră, între interese euro-atlantice (şi ele incoerente) şi alte tipuri de interese, printre care cele mai importante sunt cele ale Federaţiei Ruse şi ale Turciei.
