ROMANIA STAUNCH SUPPORT FOR ASTANA AS HOST CITY FOR EXPO 2017

On 24 April 2012, in the luxurious surroundings of Palace of Geology, the Official Opening of the Exhibition ASTANA-CAPITAL OF THE FUTURE took place.

The exhibition organized by Embassy of Republic of Kazakhstan in Romania and Institute of International Relations and Economic Cooperation is destined to express Romania’s support for Astana candidature to host EXPO 2017 International exhibition.

The opening ceremony was held in the presence of Members of Romanian Parliament and Romanian Government, members of Diplomatic Corp accredited to Romania and countless Romanian and foreign diplomat’s, academicians, personalities of culture and art etc.

In the opening speech, Professor Dr. Anton Caragea, Director of Institute of International Relations and Economic Cooperation (IRICE) had underlined that ASTANA-CAPITAL OF THE FUTURE Exhibition is destined to offer the official support of Parliament and Government of Romania to the bilateral strategic relationship between Romania and Kazakhstan and for the candidature of city of Astana for EXPO 2017.

″Astana must be the host of EXPO 2017 as it is the most dynamic city in the Asia region in term of economic development and is the symbol of geopolitical shift towards Asia as the main engine of economic growth and also because Astana is enjoying political support and economic investments of 20 billions euro for holding EXPO 2017 in the best circumstances. Electing Astana is the practical thing to do, is the common sense and the most successful choice″, concluded Professor Dr. Anton Caragea.

Taking the floor, Deputy Viorel Palasca, President of Romania-Kazakhstan Friendship Parliamentary Group had conveyed Parliament support for Astana: ″ I assure you of all our support, a traditional one I must add, for Astana receiving a new and deserved international recognition as the host of International EXPO 2017 in a new, dynamic, modern capital that is combining in an outstanding manner the architectural values and the creator spirit of inhabitants of republic of Kazakhstan ″.

Finally, the Deputy V. Palasca had address his warmest congratulations and appreciations for the effort in impeccable hosting and organizing this event to H.E. Talgat Kaliyev- Kazakhstan Charge d`affairs and to Professor Dr. Anton Caragea, IRICE Director.

Deputy Ahmet Aledin, Vice-Chairman of Parliamentary Commission for Culture had express the general sense of unity among opposition and power alike in the Parliament in supporting the strategic relationship Romania-Kazakhstan.

Senator Trifon Belacurencu had express the Romanian Senate salute

Senator Trifon Belacurencu had express the Romanian Senate salute and support for the exhibition, testifying that the Romanian decision to support Astana as host of EXPO 2017 is just an episode in a long history of bilateral support and friendship.

Also he conveyed the Senate congratulation for peerless hosting and organizing this event to H.E. Talgat Kaliyev-Kazakhstan Charge d`affairs and to Professor Dr. Anton Caragea, IRICE Director.

The rest of the main dignitary’s present at the exhibition such as Sali Negiat- Secretary of State of Romanian Government, Professor Dr. Mircea Constantinescu, director of European Diplomacy Academy had underlined the staunch support for Kazakhstan –Romanian friendship and support for Astana as host of EXPO 2017.

A special moment was the speech of Mayor Nicolae Ontanu, in thunderous applause, announcing that Astana is having a street named after in the heart of Bucharest.

Equally warm was received the letter signed by President of Cultural Committee Mrs. Raluca Turcan expressing his pledge in supporting all Kazakhstan initiatives in Romania.

Finally emotion overwhelmed H.E. Charge d`affairs of Kazakhstan Talgat Kaliyev took the stand and express his appreciation for the showered praises and feelings of support express toward his country. This solidarity and the desire of building an improved connection is a guarantee that the present day perfect political bilateral relation and economic investments of Kazakhstan in Romania of more than 3 billion dollars are just the beginning.

In the end H.E. Talgat Kaliyev had presented a short movie about Astana preparations to host EXPO 2017 and stated that the EXPO 2017 in Astana will be a universally shared success.

The final moments of the ceremony where dedicated to a stroll along 20 huge photos of today’s Astana landmarks and then the guest had enjoyed a huge cake named in honour of Astana and patrimony champaign, made specially available for this event.

The Exhibition ASTANA-CAPITAL OF THE FUTURE was broadcasted by 6 Romanian televisions’ (TVR Cultural, TVR Info, TVR 1, National TV, N24 Plus and Travel Mix) and receives dozens of favourable reviews in the press supplementary emphasizing the strong impression left by Kazakhstan to Romanian public.

The Exhibition ASTANA-CAPITAL OF THE FUTURE, the most important cultural event hosted by Romania in 2012, remained opened between 23 and 27 of April 2012 receiving more than 18.000 visitors in this period of time, witnessing the powerful impression left by Astana to Romanian public.

In data de 24 aprilie 2012, in cadrul somptuos oferit de Palatul Muzeului de Geologie, a avut loc deschiderea oficiala a expozitiei de sprijin pentru candidatura orasului Astana la EXPO 2017: ASTANA-CAPITALA VIITORULUI .

Ceremonia de deschidere a beneficiat de prezenta membrilor Parlamentului si Guvernului Romaniei , de prezenta Corpului Diplomatic acreditat la Bucuresti si a nenumarati diplomati, academicieni si oameni de cultura.

Ceremonia de deschidere a EXPOZITIEI ASTANA-CAPITALA VIITORULUI beneficiat de prezenta membrilor Parlamentului si Guvernului Romaniei , de prezenta Corpului Diplomatic acreditat la Bucuresti si a nenumarati diplomati, academicieni si oameni de cultura.

In cuvantul sau de deschidere, prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica, a subliniat ca Expozitia Astana-Capitala Viitorului este destinata a exprima sprijinul oficial al Parlamentului si Guvernului Romaniei pentru relatia strategica Romania-Kazahstan si pentru candidatura orasului Astana ca organizator al EXPO 2017.

Astana trebuie sa fie gazda EXPO 2017, deoarece este capitala din Asia Centrala ce cunoaste cea mai rapida crestere demografica si economica, este simbolul schimbarii geopolitice ce pune Asia in centrul dezvoltarii economice si politice mondiale si beneficiaza de vointa politica si de un buget de 20 de miliarde de euro pentru desfasurarea expozitiei in cele mai bune coditii.

Alegerea Astanei este alegerea practica, de bun simt si de succes a concluzionat prof.dr.Anton Caragea.

La randul sau deputatul Viorel Palasca, Presedintele Grupului Parlamentar de Prietenie Romania-Kazakhstan, a transmis sprijinul Parlamentului pentru alegerea Astanei: ″va asigur de tot sprijinul nostru, de altfel unul traditional, pentru ca orasul Astana sa capete o noua si meritata recunoastere internationala odata cu organizarea Expozitiei Internaţionale din 2017 intr-o capitala moderna, dinamica ce imbină intr-o manieră exceptionala valorile arhitectonice si mai ales prezinta spiritul creator si novator al locuitorilor Republicii Kazahstan″.

In final deputatul a adresat cele mai calde aprecieri pentru E.S Talgat Kaliyev, Insarcinatul cu Afaceri al Kazahstanului in Romania si pentru E.S. prof.dr.Anton Caragea, Director IRICE pentru organizarea impecabila a acestui important eveniment bilateral.

Totodata si domnia sa a exprimat aprecierea inaltului for pentru eforturile desfasurate de Insarcinatul cu Afaceri al Kazahstanului-Talgat Kaliyev si prof.dr.Anton Caragea director IRICE in desfasurarea acestui extraordinar eveniment.

Ceilalti vorbitori au exprimat sprijinul hotarat in dezvoltarea relatiei bilaterale Romania-Kazahstan si in sprijinirea tuturor initiativelor bilaterale de dezvoltare a dialogului.

Un moment special a fost discursul primarului Nicoale Ontanu, ce a anuntat decizia oficiala de a numi o strada din Bucuresti cu numele Astana, decizie salutata cu spectaculoase aplauze de cei prezenti.

La fel de calduros a fost primita scrisoarea Presedintei Comisiei de Cultura Raluca Turcanu, anuntand decizia sa de-a contribui la dezvoltarea relatiei bilaterale Romania – Kazahstan.

Excelenta Sa Dl. Talgat Kaliyev –Insarcinatul cu afaceri al Kazahstanului in Romania

In final Excelenta Sa Dl. Talgat Kaliyev –Insarcinatul cu afaceri al Kazahstanului in Romania s-a exprimat, plin de autentica emotie, la vederea solidaritatii si respectului cu care Kazahstanul este privit in Romania de cele mai inalte autoritati, dar si de intreaga populatie.

Aceasta solidaritate si dorinta de a construi o relatie de succes sunt garantia ca intre cele doua tari dialogul se va dezvolta si relatia politica perfecta de astazi si investitiile de 3 miliarde de dolari ale Kazahstanului in Romania nu sunt decat un inceput.

Multumind pentru sprijinul acordat candidaturii Astanei la EXPO 2017, dl. Talgat Kaliyev a prezentat un film despre eforturile extraordinare depuse de Astana pentru a gazdui expozitia internationala in cele mai bune conditii, apreciind ca EXPO 2017 la Astana va fi un succes deosebit.

La finalul manifestarii oaspetii au putut sa admire nestingheriti 20 de tablouri uriase, reprezentand minunile arhitectonice ale capitalei Kazahstanului: Astana si sau putut delecta cu un urias tort botezat Astana in onoarea gazdei EXPO 2017 si cu sampanie rara de patrimoniu, adusa special pentru aceasta ocazie.

Expozitia a fost transmisa de 6 posturi de televiziune ( TVR Cultural, TVR Info, TVR 1, National TV, N24 Plus si Travel Mix ) si oglindita in zeci de articole de presa, marturie suplimentara a prestigiului extraordinar de care Kazahstanul se bucura in societatea romaneasca.

Expozitia ASTANA-CAPITALA VIITORULUI , cel mai important eveniment cultural din Romania anului 2012, a ramas deschisa intre 23 si 27 aprilie 2012 fiind vizitata de peste 18.000 de bucuresteni, marturie a viului interes nascut de capitala Kazahstanului.

On 21 April 2012 at the Residence of Bolivarian Republic of Venezuela Embassy in Romania an academic ceremony to mark 228 anniversary of Simon Bolivar birth had taken place.

In the presence of a delegation of Institute of International Relations and Economic Cooperation, the academic community of Romania, under the guidance of Professor Dr. Anton Caragea and H.E. Mrs. Z. Coromoto Prieto de Rodriguez, Venezuela Charge D`Affairs in Romania had attended an academic debate on the personality of the great statesman: Simon Bolivar.

H.E. Mrs. Z. Coromoto Prieto de Rodriguez, Venezuela Charge D`Affairs in Romania had attended an academic debate on the personality of the great statesman: Simon Bolivar.

H.E. Mrs. Z. Coromoto Prieto de Rodriguez highlighted the fact that Simon Bolivar ideas are alive in today Venezuelan politics and in all of Latin America and their significance is undiminished for today’s humanity, as their significance did not diminished from the XIX- century.

On his turn, Professor Dr. Anton Caragea had underlined the fact that: the long line of important events organized by Embassy of Venezuela under H.E. Z. Coromoto Prieto de Rodriguez guidance had allowed for romanian public to get re-acquainted with the eternal values of Simon Bolivar, values that are representative not only for today Venezuela or South America but for all the mankind.

Yesterday it was the struggle of Simon Bolivar, today the flame is carried by other personalities such as Hugo Chavez, but the aim of the struggle remains unchanged: creating a society that is promoting not the capital or money, but the human personality and happiness as the only value and measure of things.

The pursuit of happiness, a concept dear to XIX- century, must become once more an important political value in the world of today and this is the lesson that Bolivarian Venezuela is offering to the world.

H.E. Mrs. Z. Coromoto Prieto de Rodriguez had offered as a token of appreciation for Professor Dr. Anton Caragea a portrait of the great leader of Venezuelan Independence and of Latin American unity: Simon Bolivar.

In the final of academic debate H.E. Mrs. Z. In data de 21 aprilie 2012 la Resedinta Ambasadei Republicii Bolivariene a Venezuelei la Bucuresti a avut loc aniversarea a 228 de ani de la nasterea marelui erou si patriot al Americii Latine si al Venezuelei: Simon Bolivar.

D-na Z. Coromoto Prieto de Rodriguez- Insarcinata cu Afaceri a Republicii Bolivariene a Venezuelei in Romania a organizat o dezbatere academica despre personalitatea lui Simon Bolivar.

In prezenta unor membri ai Institutului de Relatii Internationale si Cooperare Economica, comunitatea academica a Romaniei sub conducerea prof.dr.Anton Caragea si a Excelentei Sale D-na Z. Coromoto Prieto de Rodriguez- Insarcinata cu Afaceri a Republicii Bolivarienea Venezuelei in Romania a organizat o dezbatere academica despre personalitatea marelui om de stat.

In deschiderea lucrarilor E.S. D-na. Z. Coromoto Prieto de Rodriguez a apreciat ca ideile lui Simon Bolivar traiesc inca in Venezuela, dar si in intreaga America Latina si pot deveni un motor al actiunii de independenta pentru lumea intreaga, asa cum au fost si in secolul al-XIX-lea.

La randul sau prof.dr. Anton Caragea a considerat ca suita de remarcabile evenimente organizate de Ambasada Venezuelei sub conducerea doamnei Z. Coromoto Prieto de Rodriguez a permis publicului roman sa reia contactul cu marea opera a unui om ce reprezinta nu doar valorile Venezuelei sau ale Americii Latine, dar si valorile umanitatii.

Lupta de ieri a lui Bolivar si lupta de astazi a unor mari personalitati precum Hugo Chavez este o lupta dedicata construirii unei societati mai bune, mai drepte, ce trebuie sa nu uite un ideal fundamental al oricarei societati, anume ca la baza progresului nu sta capitalul sau valoarea banilor ci valoarea oamenilor si fericirea lor.

Cautarea fericirii, un concept drag secolului al XIX- lea, trebuie sa redevina un concept politic important si exact aceasta este lectia pe care Venezuela bolivariana de astazi ne-o ofera.

E.S. D-na. Z. Coromoto Prieto de Rodriguez a oferit in semn de apreciere prof.dr.Anton Caragea un tablou al marelui lider al independentei Venezuelei si al Americii Latine-Simon Bolivar.

La finalul intrevederii E.S. D-na. Z. Intrevederea s-a incheiat cu un dejun oferit de Ambasada Republicii Bolivariene a Venezuelei pentru prietenii romani ai mostenirii universaliste a lui Simon Bolivar.

On 19 of April 2012 the Embassy of Bolivarian Republic of Venezuela in Romania had organized the official ceremony dedicated to celebration of 213 years of independence of Venezuela.

The official manifestation had enjoyed the participation of academic community of Romania and an official delegation of Institute of International Relations and Economic Cooperation headed by Professor Dr. Anton Caragea.

His Excellency Z. Coromoto Prieto de Rodriguez held a speech on the historical circumstances of Venezuelan Declaration of Independence-19 April 1810.

Opening the official program, His Excellency Z. Coromoto Prieto de Rodriguez held a speech highlighting the historical circumstances of Venezuelan Declaration of Independence, emphasizing that the great figure of XIX- century and the architect of Venezuelan Independence-Simon Bolivar had established a new geopolitical equilibrium starting the long road of Latin America to independence and to global asserting of power.

Today, Venezuela is holding high the banner of Simon Bolivar ideals after 200 years and is upholding the ideas of Latin-American unity, social reform and the construction of a new human type: dedicated to pursuing the independence of peoples and the well being of humanity.

Today, Venezuela, under the leadership of a dignifying representative of Simon Bolivar ideal`s , President Hugo Chavez Frias, is not just in name a Bolivarian Republic, but in true a continuation of Bolivarian ideas and is upholding the effort of promoting American unity and defense of human rights. In a word: is pursuing the legacy of Simon Bolivar.

Venezuela today is continuing the ambitions and extraordinary program of reforms initiated by Simon Bolivar. As once upon a time the movement that lead to the liberation of all Latin America had started with the Caracas proclamation of independence, today the appeal for reforms initiated by President Hugo Chavez is announcing a new era of freedom and human rights for the entire Latin American continent.

Even more important, today`s Venezuela understands that the legacy of Simon Bolivar is yet to be fulfilled by unifying all Southern America.

In data de 19 aprilie 2012, in organizarea Ambasadei Republicii Bolivariene a Venezuelei la Bucuresti, a avut loc aniversarea a 213 ani de la proclamarea independentei Venezuelei.

La aniversare au luat parte reprezentanti ai mediului academic si o delegatie oficiala a Institutului de Relatii Internationale si Cooperare Economica condusa de prof.dr.Anton Caragea.

D-na Z. Coromoto Prieto de Rodriguez-Insarcinatul cu Afaceri al Venezuelei vorbind despre semnificatia Declaratiei de Independenta a Venezuelei din 19 aprilie 1810.

In cadrul manifestarilor Excelenta Sa D-na Z. Coromoto Prieto de Rodriguez a tinut un impresionant discurs amintind de circumstantele istorice ale declaratiei de independenta a Venezuelei. Discursul a marcat personalitatea istorica a liderului revolutiei latino-americane, marele erou Simon Bolivar.

Revolutia condusa de Simion Bolivar a pus bazele nu doar ale independentei natiunilor latino-americane, dar a pus si bazele unui nou echilibru geopolitic in secolul al XIX-lea, in care America de Sud eliberata de sub dominatia coloniala a inceput un lung drum spre afirmare mondiala.

Astazi Venezuela imbratiseaza in continuare idealurile sadite de Simon Bolivar, in urma cu 200 de ani, idealuri de unitate latino-americane , de reforma sociala si de construire a unui nou om: dedicat luptei pentru independenta si bunastarea popoarelor.

Venezuela de astazi, sub conducerea unui demn urmas al lui Simon Bolivar, Presedintele Hugo Chavez Frias este nu doar in nume o republica bolivariana, adica ghidata de maretele idei ale lui Simon Bolivar , dar si in realitate o tara ce lupta pentru unitatea latino-americana si pentru drepturile omului: adica o tara ce continua idealurile lui Simon Bolivar.

Profesor Dr.Anton Caragea adreseaza salutul sau participantilor la celebrarea independentei Venezuelei.

Prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica a adresat salutul partii romane cu aceasta deosebita ocazie.

In discursul sau el a subliniat ca aniversarea independentei Venezuelei este o sarbatoare si pentru poporul roman, deoarece inca din urma cu 200 de ani intelectualitatea romanesca urmarea cu asiduitate proiectele marete ale lui Simon Bolivar si vedea in lupta de eliberare a popoarelor latino-americane un exemplu pentru propria eliberare de sub jugul marilor puteri.

Venezuela de astazi continua marele si ambitiosul program de reforme initiat de Simon Bolivar. Precum odinioara, marea miscare ce a dus la eliberarea intregii Americi de Sud a inceput prin anuntul de la Caracas al independentei, tot asa programul de reforme lansat astazi de Presedintele Hugo Chavez anunta pentru intregul continent american un nou timp al libertatii si al drepturilor umane.

In plus Venezuela de astazi intelege ca a doua parte a marelui plan al lui Bolivar si anume unitatea Americii de Sud, ramane inca un punct de indeplinit al testamentului marelui erou.

The Exhibition: ASTANA- CAPITAL OF THE FUTURE is designed to express the Romanian cultural and political community support for the Astana`s bid for hosting EXPO 2017 and to present to Romanian public the new, lofty and impressive capital of Kazakhstan.

Astana is one of the newest city in the world , elected in 1997 as Kazakhstan capital and has rapidly turn into one of the most beautiful , visionary and environmental friendly capital of the world.

Supplementary Astana ( the meaning of the word in Kazakh being Capital city) is representing not only a paramount fruition and an outstanding effort of the Kazakh people, but also an example of world cooperation in the city construction, as 432 worldwide company had being involved during the city construction in this ambitious and peerless project: a capital for the future.

24 aprilie 2012 este data la care comunitatea culturala si politica a Romaniei va sarbatorii in mod festiv realizarile extraordinare ale orasului ASTANA-capitala Kazahstanului, in cadrul Expozitiei ASTANA-CAPITALA VIITORULUI.

Astana: capitala viitorului. O gandire indrazneata a dat nastere unui fenomen al secolului XXI-capitala Kazahstanului.

Expozitia ASTANA-CAPITALA VIITORULUI este menita a exprima sprijinul romanesc pentru alegerea Astanei drept gazda a EXPO2017 si pentru a prezenta, in premiera, publicului romanesc noua si impresionanta capitala a Kazahstanului.

Astana este unul din cele mai noi orase ale lumii , ales in 1997 drept capitala a Kazahstanului si a devenit rapid una din cele mai vizionare , frumoase si functionale capitale ale lumii.

In plus Astana ( cuvantul inseamna capitala, in limba kazaha ) reprezinta nu doar un efort si o reusita extraordinara a poporului kazah, dar si un exemplu de cooperare mondiala in constructia orasului, peste 432 de companii din intreaga lume fiind implicate, intr-un moment sau altul, in constructia acestui ambitios proiect : o capitala pentru viitor.

On 13 of April 2012 had taken place the official meeting between H.E. Kazakhstan Charge d`Affairs Mr. Talgat Kaliyev, professor Dr. Anton Caragea , Director of Institute of International Relations and Economic Cooperation of Romania and Mayor of Bucharest City Sector 2 – Mr. Nicolae Ontanu.

The meeting was occasioned by the decision to bestow the name of Astana-capital of Kazakhstan- to a street in Bucharest on the occasion of the inauguration of ASTANA- CAPITAL OF THE FUTURE Exhibition.

In the framework of dialogue a large range of issues have being brought up: developing economic cooperation, exchanges at local administration level, strengthening bilateral cooperation and exploring opportunities of investments in the Bucharest area of Sector 2.

The Mayor of Sector 2, Mr. Nicolae Ontanu, had pointed out the importance of the Sector 2 as an island of economic growth and development in an economic hit Romania. As a result, this region is considered in international evaluation made by UNDP as the most interesting and attractive region in the country.

H.E. Talgat Kaliyev- Kazakhstan Charge d`Affairs in Romania had underlined his consistent wish to develop investments and economic cooperation between the two countries and estimated that Sector 2 region of Bucharest will be an important investment destination for Kazakhstan.

Finally, H.E. Talgat Kaliyev had congratulated the mayor for his professionalism and dedicated exertion for the public good of the inhabitants of Bucharest and Sector 2 and for his achievements.

On his turn Professor Dr. Anton Caragea had emphasized that Romania-Kazakhstan strategic relation is one more time stating his value: hosting ASTANA-CAPITAL OF THE FUTURE exhibition in Bucharest, naming a street in Bucharest after the Kazakh capital: Astana and the amicable atmosphere that is surrounding the diplomatic representative of Kazakhstan are all testimony of the brotherhood relations developed between the two countries.

In data de 13 aprilie 2012 a avut loc, la Primaria Sectorului 2, intalnirea oficiala intre Excelenta Sa Talgat Kaliyev-Insarcinatul cu Afaceri al Kazahstanului in Romania, Prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica si Primarul Sectorului 2 al Capitalei dl. Nicolae Ontanu.

Intalnirea oficiala intre Excelenta Sa Talgat Kaliyev-Insarcinatul cu Afaceri al Kazahstanului in Romania, Prof.dr.Anton Caragea, Directorul Institutului de Relatii Internationale si Cooperare Economica si Primarul Sectorului 2 al Capitalei dl. Nicolae Ontanu

Intalnirea a fost prilejuita de decizia de a acorda unei strazi din Bucuresti numele capitalei Kazahstanului-Astana, cu ocazia Expozitiei ASTANA-CAPITALA VIITORULUI.

In cadrul dialogului au fost atinse teme de interes comun precum : dezvoltarea relatiilor economice bilaterale, schimbul de delegatii la nivel local, intarirea dialogului la nivelul administratiilor locale si au fost explorate posibilitatile de investitii in planul Sectorului 2.

Primarul Sectorului 2-Dl. Nicolae Ontanu a ilustrat prin exemple concrete importanta sectorului condus de domnia sa, ca o insula a stabilitatii si dezvoltarii economice in Romania, aflata in criza economica profunda.

Ca atare Sectorul 2 este considerat in evaluarile internationale drept cel mai interesant si atractiv pentru investitiile straine .

Excelenta Sa Talgat Kaliyev-Insarcinatul cu Afaceri al Kazahstanului in Romania a exprimat dorinta sa de a dezvolta relatia intre Romania si Kazahstan si Sectorul 2 estimand ca acesta va fi o tinta prioritara pentru investitiile din Kazahstan.

Excelenta Sa Talgat Kaliyev – Insarcinatul cu Afaceri al Republicii Kazahstan primeste Medalia Sectorului 2.

Totodata dl. Talgat Kaliyev l-a invitat in mod oficial pe Primarul Sectorului 2 dl. Nicolae Ontanu la inaugurarea Expozitiei : ASTANA-CAPITALA VIITORULUI, in data de 24 februarie pentru a vedea frumusetea deosebita a maretei capitale a Kazahstanului, capitala a viitorului si gazda a EXPO2017.

Totodata dl. Talgat Kaliyev l-a felicitat pe edilul Nicolae Ontanu pentru profesionalismul sau si munca dedicata in folosul cetatenilor urbei si sectorului si pentru rezultatele sale remarcabile.

La randul sau prof.dr.Anton Caragea, a aratat ca relatia strategica dintre Romania si Kazahstan isi arata din nou valoarea : organizarea expozitiei ASTANA-CAPITALA VIITORULUI la Bucuresti, denumirea unei strazi din capitala Romaniei cu numele orasului Astana si atmosfera prieteneasca cu care reprezentantul Kazahstanului este intampinat la fiecare intalnire, toate arata ca intre cele doua tari se construieste o relatie frateasca de maxima importanta.

1. Care sunt primele impresii ale Excelentei Voastre dupa preluarea mandatului de Insarcinat cu Afaceri al Kazahstanului in tara noastra ?

Prima mea impresie a fost coplesitoare.

Tara dumneavoastra are o indelungata si interesanta istorie cu care incerc sa ma familiarizez acum.

In fond sarcina mea este ca si romanii sa cunoasca bine Kazahstanul. Cooperarea intre tarile noastre are dimensiuni mutiple : economice, politice si umane, iar prioritatea mea este sa ridic schimburile umane la inaltimea celor politice si economice. Nu vom neglija dezvoltarea colaborarii politice si economice, dar vom utiliza acest capital pentru a aduce mai multa energie in alte sfere ale colaborarii. Informatiile generale despre Kazahstan, in Romania, sunt limitate la resursele de petrol si gaze ale tarii mele, desi sunt multe alte lucruri uimitoare de descoperit. As vrea ca romanii sa descopere cat mai multe despre cultura, muzica , traditiile si bogata istorie a Kazahstanului.

Sper foarte mult sa reusesc in acest domeniu.

2. Care este stadiul relatiei bilaterale : Romania-Kazahstan ?

Astazi intre Romania si Kazahstan nu exista niciun dezacord politic. Putem nota dialogul politic dinamic, dezvoltarea schimburilor bilaterale si a comunicarii inter-umane si coordonarea intre cele doua tari in cadrul Natiunilor Unite, OSCE si a altor organisme internationale.

Aceste succese si imbunatatirea comunicarii intre cele doua tari pot fi dovedite cu nenumarate exemple : sprijinul oferit de Kazahstan, Romaniei, pentru preluarea presedintiei OSCE in 2001 , alegerea ca membru ne-permanent in Consiliul de Securitate al Natiunilor Unite in 2003 , suportul oferit de Romania, Presedintiei Kazahstanului la OSCE ( Organizatia pentru Securitate si Cooperare in Europa) etc.

Intensificarea dialogului bilateral ofera posibilitatea imbunatatirii cooperarii in probleme precum : stabilitatea regionala, cooperarea economica, cresterea volumului schimburilor etc.

In aceasta directie, Kazahstanul si Romania intentioneaza sa dezvolte aspecte non-militare ale securitatii precum : prevenirea amenintarilor la adresa pacii, lupta contra extremismului, a terorismului, crimei organizate, traficului uman si traficul de droguri.

Bucurestiul da o dimensiune strategica relatiei cu Kazahstanul.

Presedintele Traian Basescu vorbeste in fiecare an despre aceasta la intalnirile cu Corpul Diplomatic. Seful statului roman a subliniat in 2009 importanta diversificarii surselor de energie ale Uniunii Europene ,prin noi proiecte energetice precum cele cu Kazahstanul si Azerbaijanul.

Elementele de baza ale relatiei economice Kazahstan-Romania sunt : energia, metalurgia, transportul, logistica, industria usoara, industria constructoare de masini etc.

In iulie 2009 Compania NC KazMunaiGaz , filiala Casa Comerciala KazMunaiGaz au aprobat cumpararea restului de 25% din pachetul de actiuni al RomPetrol Group NV ( transformat in Rompetrol). Din acest moment NC KazMunaiGaz devine proprietarul cu 100% al Rompetrol, avand o zona de desfacere de 900 de benzinarii in 8 state europene ( Romania, Bulgaria, Georgia, Ucraina, Franta Spania ). Investitia totala a NC KazMunaiGaz in Rompetrol depaseste 3 miliarde de dolari.

Astfel Republica Kazahstan este unul din cei mai mari investitori straini in Romania. Continuarea investitiilor in Romania este planificata. Trebuie sa mentionam ca aceasta investitie este cea mai mare investitie a Kazahstanului pe teritoriul Uniunii Europene.

In relatia bilaterala, extrem de importanta este dimensiunea umana si culturala. In Kazahstan actioneaza societati culturale romanesti precum: Stefan cel Mare la Almaty, Dacia in Karaganda si Societatea Bucovina din Pavlodar. Principalul obiectiv al acestor asociatii este prezervarea limbii romane si a culturii romanesti. In aceste structuri au loc cursuri de limba romana si variate actiuni culturale.

3. Cum prezentati pentru cititorii nostrii Kazahstanul de azi ?

In Kazahstan intelegem foarte bine necesitatea de a oferi noi oportunitati. In urma cu 20 de ani, cand tara noastra devenea independenta, toata lumea credea ca suntem doar o alta fosta republica sovietica.

Astazi situatia este complet diferita. Poporul kazah a muncit unit si din greu pentru a avea o natiune stabila, multiculturala, cu o puternica economie si sa aiba un nivel de trai in rapida crestere si servicii publice in permanenta imbunatatire. Kazahstanul devine tot mai mult o punte intre Est si Vest. Societatea civila creste si progresam constant in directia reformelor democratice.

Focusul pe dezvoltarea economica si cresterea prosperitatii pentru toti cetatenii este justificat si usor de explicat. Fara dezvoltare economica, stabilitatea si reformele democratice ar putea esua.

Dupa statisticile Bancii Mondiale Kazahstanul este o tara mediu dezvoltata. Construind o clasa de mijloc cu venituri in crestere, le-am oferit cetatenilor implicarea in propria societate. Trebuie sa intarim institutiile democratice, politice si sociale si sa le dam un cuvant mai greu in viitor. Responsabilizarea si drepturile individului merg mana in mana cu sucesul economic.

4. Astana-capitala Kazahstanului si-a depus candidatura pentru EXPO 2017 si se pare ca va castiga competitia, ce va face sa fiti competitorul favorit al intregii lumi ?

ASTANA- Capitala Viitorului.

Din antichitate Drumul Matasii a conectat, prin teritoriul Kazahstanului, popoarele intregii lumi.

In ultimii 20 de ani dezvoltarea comertului si a relatiilor culturale dintre Europa si Asia au atins un nivel semnificativ si Astana si Kazahstanul sunt localizate in inima acestei noi interactiuni economice si culturale.

Astazi Astana inseamna pentru intreaga lume un simbol al unificarii si integrarii, al interactiunii intre pietele europene, central asiatice, ale Federatiei Ruse, Chinei si Asiei de Sud-Est.

Viitorul Energiei este tema expozitiei propusa de Astana si reflecta filosofia tarii noastre ce crede ca energia este o parte importanta a cresterii viitoare si ca tehnologiile verzi si curate-sunt o parte cruciala a agendei internationale.

Pentru a explica ratiunile alegerii acestei teme trebuie sa mentionez ca tara mea, Kazahstanul este bogata in resurse naturale : este intre primele 10 tari in lume ca rezerve de petrol, gaze, carbune si foarte important, de uraniu.

Punctul de vedere al Kazahstanului este ca energia viitorului trebuie sa fie hranita de soare, vant si hidroenergie si gaze. Acestea spre deosebire de energia minerala nu epuizeaza resursele pamantului si nu provoaca daune mediului. De aceea spun ca : alegand Kazahstanul, alegeti nu doar multiculturalismul, si diversitatea limbilor si etniilor, dar si diversificarea surselor de energie , necesare dezvoltarii durabile in viitor.

Mai vreau sa mentionez ca ar fi prima expozitie internationala ce ar avea loc intr-o capitala din Asia Centrala. Deja Astana a mai gazduit evenimente internationale importante precum : Summit-ul Organizatiei pentru Securitate si Cooperare in Europa si in 2011, Jocurile de Iarna ale Asiei, unde se apreciaza ca peste 30.000 de oameni au participat la ceremonia de deschidere.

Arhitectura futuristica a Astanei , populatia dinamica si tanara, toate sprijina ideea gazduirii expozitiei ca si dorinta de construi facilitati de cel mai inalt nivel pentru Expozitia din 2017. Acestea sunt argumente suplimentare in favoarea aplicatiei Kazahstanului pentru a gazdui aceasta Expozitie.

O zona de 270 de acri in sud-estul Astanei a fost desemnata ca zona a Expozitiei si la finele lui 2016 o linie de cale ferata de 26 de mile va lega aeroportul international de zona expozitiei si toate zonele culturale si rezidentiale ale orasului.

1.What are Your Excellency first impressions after taking office as Kazakhstan Charge d`Affairs in Romania ?

My first impression was indeed overwhelming.

The country has such a long marvelous history, which I’m getting to know more closely now, since I am here.

As my job requires, it would be expected from me to make sure that the Romanian would get to know Kazakhstan as well. Cooperation between two countries has several dimensions – economic, political and human – and my task is to attempt to elevate human aspects to the same level as the political and economic one.

This does not mean neglecting political and commercial relationships, we will rather use political and economic cooperation as a vehicle to bring more energy to other spheres. The general knowledge of Kazakhstan in Romania is mostly limited to oil and gas resources, while there are yet so many astonishing things to discover. I would like the Romanian`s to find out more about Kazakh culture, music, traditions and its rich history. And I very much hope that I will succeed in this task.

2. How is Your Excellency assessing the Kazakhstan-Romania bilateral relation ?

For today between Kazakhstan and Romania there are no political disagreements. It is necessary to note, sequence of atomization of political dialogue, dynamical development of bilateral trade and economic and cultural-human communications, and also coordination of efforts of two countries within the limits of the United Nations, OSCE and other international organizations.

This successful development and strengthening of two-way communications between the countries could be testified by numerous examples such as: support of the demand of Romania by Kazakhstan on Presidency in 2001 in OSCE, on elections of non-permanent members of the UN Security Council in 2003, support by Romania of Presidency of Kazakhstan in OSCE in 2010, etc.

The given intensification of relations between our countries can promote adjustment of bilateral political dialogue on problems of safety and stable regional development, and also increase in volumes of trade and economic cooperation. In this plan, both Kazakhstan and Romania intend to develop non-military aspects of security, aimed at counteraction to new threats to peace, struggle against extremism, terrorism, illegal circulation of narcotics, the organized crime, human trafficking .

Bucharest attaches strategic significance to relations with Kazakhstan. President T. Basescu speaks about it every year, during his meetings with diplomatic corp. The Head of Romanian State has underlined in 2009 the importance of diversification of various international projects directed on energy to the European Union and necessity of strengthening relations with Azerbaijan and Kazakhstan.

The basic directions of the Kazakhstan-Romanian trade and economic cooperation are: energy , mechanical engineering, metallurgy, transport and logistics, and also light industry.

In July, 2009 joint-stock company NC “KazMunaiGaz” branch – “The Trading House of KazMunaiGaz” signs the agreement on acquisition of the additional (remained) 25% of a package of the action “RomPetrol Group NV” (further – Rompetrol). Thereby, joint-stock company NC “KazMunaiGaz” becomes 100% the owner of company Rompetrol, having marketing network from 900 gas stations in 8 countries of Europe (Romania, Bulgaria, Georgia, Ukraine, France, Spain).Total joint-stock company NC “KazMunaiGaz” investments into Rompetrol have made an order more than 3 billion. USD.

Thus, the Republic of Kazakhstan is one of large foreign investors in Romania. Continuation of realization of investment projects in Romania is thus planned. It is necessary to notice that this purchase is the first largest investment project of Kazakhstan in territory of the European Union.

In bilateral relations one of the important points of cooperation is the cultural-human sphere. In Kazakhstan are operating the following Romanian cultural societies : “Stefan the Great” in a city of Almaty, “Dacia” in Karaganda and “Bukovina” in Pavlodar. The main objective of societies is preservation and revival of the Romanian language, and also culture. Within the limits of these structures, courses of the Romanian language are conducted, these various actions bringing a considerable contribution to development of bilateral cultural-human relations.

3. How do you present for our readers the today realities of Kazakhstan ?

In Kazakhstan, we know about the challenge of providing opportunities. Twenty years ago, when our country began its journey as an independent nation, most outside our borders dismissed us as a remote former Soviet republic. Our economy lay in ruins, and we had little capacity to provide basic services.

The situation today is very different. The Kazakh people’s hard work and unity have led to a stable, multicultural nation, with a strong economy and rapidly improving living standards and public services. Increasingly, Kazakhstan is becoming an important bridge between East and West. Civil society is growing, and we are progressing steadily on the path of democratic reform.

Our focus on economic strength and increased prosperity for our citizens is well justified and easily explained. Without such strength, as we have seen repeatedly around the world, stability is put at risk and democratic reform can falter .

According to the World Bank, Kazakhstan is an upper-middle-income country. By creating a strong middle class and raising incomes, we have given our citizens a powerful stake in their society. We need to strengthen democratic social and political institutions and processes to give them a bigger say over their future. Accountability and an increased focus on individual rights will go hand in hand with economic success.

4. Today is seemed that Astana –candidate city for hosting EXPO-2017 is on the winning track. How does Your Excellency explains this world accepted choice for Astana ?

ASTANA- City of the Future.

From ancient times due to the trade relations of the Great Silk Road, the Kazakh land connected people around the world. In the past 20 years the development of trade and cultural relations between Europe and Asia reached a significant level, and Kazakhstan and Astana are located in the heart of this truly new economic and cultural interaction.

Today Astana, for the entire world community, has become a unifying symbol of integration and interaction between the markets of Europe, Central Asia, Russian Federation, China and South-East Asia.

“Energy Future” – the theme of the exhibition, proposed by Astana, reflects the philosophy of the country, which sees the energy as a component of future growth, and the new “green” and clean technologies – as a vital part of it and the crucial issue of the international agenda.

Explaining the reasons for choosing this theme, I want to say that “Kazakhstan is rich in natural resources; it is among the top ten countries of the world in reserves of oil and gas, coal and, more importantly, the reserves of uranium.

According to Kazakhstan, the energy of future should be fed by the sun, wind, and compressed natural gas, hydroelectricity, which, in contrast to the energy of mineral origin, do not deplete natural resources of the Earth and do not cause damage to environment. Therefore, I say, choosing Kazakhstan, “you choose not only multicultural, multilingual and multiethnic diversity, but also diversity of energy sources for future sustainable development.”

By the way, an international exhibition has never been held in a Central Asian capital. But, Astana has already hosted major world events, including the summit of the Organization for Security and Cooperation in Europe and the 2011 Asian Winter Games,” at which an estimated 30,000 people attended the opening ceremony.

The futuristic architecture of Astana, its dynamic and young population, strongly supports the idea of hosting the exhibition, as well as the possibility of building a world-class facilities for Expo 2017 – and all these are additional arguments in favor of Kazakhstan’s application.

A 279-acre area in southeast Astana has been designated for the Expo site. By the end of 2016, a 26-mile-long light rail system will be operating, connecting the international airport and the Expo site, and all the city’s cultural spots and residential districts.

The Seoul Summit had just concluded, but his reverberation will be long standing.

Everybody is agreeing that we are witnessing just the beginning of an international custom on managing nuclear weapons and nuclear security. Seoul Summit, if it was not exceedingly rich on international regulation, had offered instead a successful model of nuclear security management, of relinquishing the illusory security offered by nuclear weapons in exchange for a world commitment to his security: Kazakhstan.

The world leaders have showered praises on the Central Asian country and his leader-Nursultan Nazarbaev ,top of the list being United States President, Barack Obama, who described Kazakhstan as a model for the world and express his support for the country`s bid to host the International Nuclear Fuel Bank .

In this moment, when we are confronted with an insufficient legal framework on nuclear security, the need for a successful example to be offered as a way out for the countries that had pursued or are pursuing a program for nuclear military development it is clearly marked.

Kazakhstan is, undoubtedly, the success story of nuclear disarmament : dismantling an impressive nuclear arsenal inherited from Soviet Union ,with more than 1.000 warheads, prohibiting nuclear experiments on Semipalatinsk polygon and in exchange obtaining security guarantees and international recognition of his borders.

International leaders express their appreciation towards Kazakhstan President- Nursultan Nazarbayev.

In today world Kazakhstan and the architect of this enlighten policy: President Nursultan Nazarbavev had a long track record of achievements.

Among others unremitting exertion for the nuclear disarmament Kazakhstan joined the “Group of Eight” (G-8 Global Partnership ) against the spread of weapons of mass destruction and ratified the 2005 Amendment to the Convention on the Physical Protection of Nuclear Material (CPPNM) to bring it into force by 2014 and successfully hosted the Conference of the Global Initiative to Combat Nuclear Terrorism” .

If to this list we add the impressive achievements of Kazakhstan Presidency to Organization for Security and Cooperation in Europe, the hosting of the first high level OSCE Summit in Astana in 2010 and the lavish and profound transforming Chairmanship to Organization of Islamic Conference we have the complete picture of a country determined to leave his mark on international arena.

Kazakhstan had not fall asleep on the laurels already won and President Nursultan Nazarbaev already used his country high standing to promote a regulation package destined to offer the possibility of further development of use of nuclear energy for peaceful purposes such as: the adoption of legally binding nuclear safety standards, the establishment of mechanisms for rapid response in case of emergency at nuclear facilities, and the granting to all states of an equal access to peaceful nuclear technology and supplies of low enriched uranium (LEU), including through an International Nuclear Fuel Bank.

The mounting support of the world leaders to Kazakh President vision of a nuclear weapons free world had offered a new chance for Seoul Summit. The value of this vision is reflected in President Nursultan Nazarbaev own words: Based on the experience of my country, that voluntarily renounced the world’s fourth nuclear arsenal, I can say that the real security guarantees are provided by sustainable economic and social development,”

If the world will support Kazakhstan in sharing this lesson, than the mankind could have a chance for a better future.

The conference has enjoyed the presence of Romanian academic community, Doctoral School of International Relations, experts in international relations, diplomats, journalists and historians.

Opening the conference, Professor Dr. Anton Caragea highlighted the main elements of the Iraqi-Romanian bilateral relations calendar for 2012.

This year is marking the 90 years anniversary of establishing political dialogue between Romania and Iraq, 25 years from the last public conference presenting Iraqi realities to Romanian public ( last public conference was held in 1987) and the celebration of 30 years from the highest level of economic bilateral relations , registered in 1982, with a level of bilateral trade reaching 386 million dollars ( over 800 million dollars at present day US dollar value), this level of economic exchange being just a sign of the viability and amplitude of the bilateral economic exchanges.

Fallowing this extensive presentation of the bilateral relations landmarks celebrated in 2012 by Professor Dr. Anton Caragea the fallowing speakers presented their salute for His Excellency MOHAMMED SAEED AL SHAKARCHI- Ambassador of Iraq and for the personalities present to conference.

Discursul central al Conferintei sustinut de Excelenta Sa MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului.

In discursul central al conferintei, Excelenta Sa MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului a prezentat o ampla fresca istorica a devenirii Irakului, incepand cu perioada sumeriana , continuand cu perioada asiriana si apoi cu sosirea islamului si momentul definitoriu al separarii intre cei care detin puterea in lume si oprimatii, din toate straturile sociale in cautarea unei vieti mai bune.

Prezentarea elementelor cheie ale istoriei Irakului a continuat, trecand prin perioada otomana , apoi a mandatului britanic si apoi perioada independentei ,a revolutiei din 1958 si trecutul apropiat , al perioadei lui Saddam Hussein, au fost viu reconstruite in discursul ambasadorului irakian.

Excelenta Sa MOHAMMED SAEED AL SHAKARCHI a construit apoi un amplu expozeu al realitatilor Irakului de astazi : dezvoltarea democratica, construirea societatii civile , construirea unei economii de piata, cresterea economica rapida, toate creeaza portretul unei societati, care nu este perfecta, dar care este constienta de lipsurile sale si doreste sa le repare cat mai rapid.

Profesor Dr. Anton Caragea anunta rezultatul , in unanimitate, Excelenta Sa MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului este declarat CEL MAI BUN AMBASADOR AL ANULUI 2011.

La finalul conferintei prof.dr.Anton Caragea si Academician Constantin Balaceanu Stolnici au solicitat un vot de apreciere si de multumire pentru Excelenta Sa MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului.

In unanimitate cei prezenti au salutat un discurs si un demers academic de exceptie inmanand titlul de CEL MAI BUN AMBASADOR al ANULUI 2011 Excelentei Sale MOHAMMED SAEED AL SHAKARCHI -Ambasadorul Irakului .

Conferinta IRAK : TRECUT SI PREZENT a reluat traditia prezentarii realitatilor irakiene in fata comunitatii academice romanesti, dupa un hiatus de 25 de ani si a pus bazele unei mai bune cunoasteri reciproce si a aprecierii progreselor facute de Irak in ultimii ani .

On 12 March 2012 the public séance of the Board of Institute of International Relations and Economic Cooperation of Romania was held in the presence of a special guest: His Excellency MOHAMMED SAEED AL SHAKARCHI- Ambassador of Iraq.

Thunderous applause : AMBASSADOR OF IRAQ VOTED AS BEST AMBASSADOR FOR 2011.

The public séance was dedicated to the preparative for anniversary of 90 years of political relations between Romania and Iraq.

Professor Dr. Anton Caragea had opened the academic meeting by enumerating the main events celebrated in 2012 in the framework of Iraq-Romania relationship.

2012 is marking the 90 year`s anniversary of establishing political dialogue between Romania and Iraq, 25 years from the last public conference presenting Iraqi realities to Romanian public ( last public conference was held in 1987) and the celebration of 30 years from the highest level of economic bilateral relations , registered in 1982, with a level of bilateral trade outreaching 386 million dollars ( over 800 million dollars at present day US dollar value), this level of economic exchange being just a sign of the viability and amplitude of the bilateral economic exchanges.

This year (2012) is starting under generous and favorable auspices in the bilateral relation had stated professor Dr. Anton Caragea, pointing out that the restarting of academic cooperation by conferences highlighting the true image of Iraq to the Romanian public that is marking an important evolution in the bilateral relation.

On the occasion of the public séance, at the proposal of Professor Dr. Anton Caragea, with unanimity of votes, Ambassador of Iraq – MOHAMMED SAEED AL SHAKARCHI was voted as the BEST AMBASSADOR FO 2011 for his initiatives successfully carried out last year, as the visit of Minister of Foreign Affairs of Iraq to Romania and the preparative’s for the state visit of President of Iraq to Romania.

In his response Ambassador of Iraq – MOHAMMED SAEED AL SHAKARCHI had publicly express his gratitude to professor Dr. Anton Caragea for his courtesy in inviting him to witness the public séance of Institute of International Relations and Economic Cooperation and said that is deeply moved by the high esteemed and appreciation showed to him and to his efforts by the academic community of Romania and stated that is considering this high esteemed as a reflection of the interest and love that Romanian people is showing to Iraq development.

Today, the relations between Romania and Iraq are relations between two democratic, free countries, that are cooperating in a new world of shared values and this relation is having all the chances to register a rapid growth.

Economic cooperation, collaboration between economic agents from Romania and Iraq, the planning of a bilateral economic forum this year and the preparation for the visit of Iraqi President, are all important achievements and the public presentation of today`s reality of Iraq, during the out-coming Conference IRAQ: PAST AND PRESENT can only be counted as a new milestone in bilateral relation stated His Excellency Ambassador MOHAMMED SAEED AL SHAKARCHI.

Finally, as a token of friendship and appreciation for Professor Dr. Anton Caragea constant activity in boosting bilateral Romanian-Iraqi cooperation, Ambassador MOHAMMED SAEED AL SHAKARCHI had offered to Professor Dr. Anton Caragea three Iraqi traditional paintings so that Iraq beauties will always be imbuing his activity.
